DUTIES AND RESPONSIBILITIES

BACKGROUND AND PURPOSE OF THE ASSIGNMENT WMO intends to recruit a consultant to serve as Technical Coordinator for the initiative described below, which will support research and testing on the application of artificial intelligence (AI) to data rescue. This consultancy will be undertaken in support of ACP countries under the auspices of the WMO-EU-funded ClimSA programme. OBJECTIVES OF THE CONSULTANCY The objective of the consultancy is to build on the achievements in climate data management realized under the WMO-led ClimSA grant and to respond to requests from ACP countries for WMO support in applying artificial intelligence (AI) to data rescue. The consultancy will provide technical coordination to advance the application of AI to data rescue and will contribute to: 1. Increasing the availability of climate data at national, regional, and international levels; and 2. Strengthening the capacity of ACP RCCs to provide sub-seasonal regional climate predictions. Together, these activities will enhance the operational capabilities of ACP countries and RCCs to generate and apply tailored climate services. RESPONSIBILITIES 1. Establish and coordinate an Ad Hoc Advisory Team to provide technical guidance for the application of artificial intelligence (AI) applications in climate data rescue. 2. Together with the Advisory Team: a) Identify scanned climate data images that have been rescued-and, preferably, already digitized-which can be made available for WMO-led research purposes. b) Identify three to five organizations with demonstrated expertise in artificial intelligence to test, free of charge, their AI systems on the scanned climate data images. c) Define, in collaboration with the selected AI organizations, the methodology and testing approach for applying AI to the scanned climate data. 3. Develop recommendations for the application of artificial intelligence in climate data rescue that may be applied by NMHSs and RCCs in the ACP regions. DELIVERABLES AT THE END OF THE CONTRACT: 1. A curated set of scanned and preferably already digitized rescued climate data images formally made available to WMO for use in research and testing activities on the application of artificial intelligence (AI) to data rescue. 2. A curated catalogue of organizations active in the field of artificial intelligence (AI) that can apply their AI systems to scanned climate data images in the Africa-Caribbean-Pacific (ACP) region, including key competencies, areas of expertise, and potential roles in the testing phase. 3. A documented testing methodology and set of operating procedures for applying AI systems to scanned climate data, including the required metadata specifications for each type of sample scan. 4. A report detailing the testing approaches used by the selected AI organizations, including the methodologies applied, challenges encountered, and an evaluation of the results obtained from each test. 5. A consolidated list of recommended next steps to advance the application of AI to climate data rescue, in particular by ACP NMHSs and RCCs, based on findings from the testing phase and consultations with participating organizations.

QUALIFICATIONS

Education

Degree in meteorology, climatology, management or a field relevant to technical coordination/management of climate data-related and sub-seasonal regional climate prediction matters.

Experience

7 – 10 years of experience in technical coordination of climate data-related activities carried out by NMHSs and Regional Climate Centers located in Africa, the Caribbean and the Pacific (ACP regions); coordination of input by members of WMO Expert Teams, the WMO Secretariat and other experts; knowledge of ongoing WMO Project.

Other requirements

Demonstrated experience in creating a team of experts in climate data-related matters; coordinating expert input to realize tangible results in support of enhancing the availability of climate data; and organizing international workshops and working sessions and reporting on same. Availability during the proposed period: Availability to lead and participate in online meetings and to perform the tasks as described in ToR.

Languages

Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of the of the Organization would be an advantage.
