About this position

IDB Invest is undertaking a strategic modernization of its Corporate Lending System (CLS) as part of the institution’s broader digital transformation and Technology Roadmap. The current legacy platform (ACBS) presents functional, technical, and operational limitations that impact the efficiency, scalability, and control environment of lending operations.

In 2025, the institution performed a comprehensive assessment of target business capabilities and market options. A Request for Proposal (RFP) has been issued to identify the most suitable SaaS-based, composable lending platform that aligns with the industry’s best practices, regulatory standards, operational needs, and long-term scalability.

Given the complexity and institutional impact of the CLS Modernization initiative, IDB Invest seeks to engage an independent expert in large-scale financial system transformations, vendor selection, and implementation strategy advisory to support the Business Owner and the project team throughout the vendor evaluation, analysis, and selection process.

What you’ll do

The purpose of this consultancy is to provide independent, expert guidance to support the RFP review and vendor selection process generally. Work closely, as needed, with the Project Management Team, stakeholders, and Panel members. This to specifically include:

Vendor Evaluation

• Support and advise the Business Owner in reviewing and analyzing proposals submitted under the CLS Modernization RFP.
• Apply IDB Invest’s evaluation matrix, ensuring balanced functional, technical, architectural, security, cost, and non-functional criteria.
• Ensure rigorous assessment of each vendor’s capabilities, roadmap, implementation approach, risks, and alignment with IDB Invest’s operating model.
• Provide detailed review and advice on both the Performance Management and Governance sections of the RFP. Assist in developing IDB Invests stance to Suppliers on these topics.

Solution Demos & POCs

• Support, plan, and structure vendor demonstrations, including assessment criteria.
• Support the business SMEs on the development of the use cases to be evaluated during the POC phase of the RFP process.
• Provide independent analysis of demo outcomes, POCs, and vendor responses.

Cost Normalization & Financial Assessment

• Review and normalize vendor cost proposals to ensure comparability.
• Provide insights on hidden costs, implementation assumptions, contracting models, and long-term TCO.

Implementation & Strategy Advisory

• Advice on the implementation strategy, including partner requirements, engagement model, and risk mitigation.
• Provide best-practice recommendations and peer-based insights to inform decision-making.

What you”ll need

• Education: Master’s degree in Business Administration, Finance, Information Systems, or a related field.
• Experience: 20+ years of experience advising large-scale digital transformation in financial institutions. Demonstrated expertise in vendor evaluation, RFP management, and implementation strategies. Experience with lending, banking platforms, and core system modernization. Strong understanding of composable architecture, cloud-based platforms, and SaaS operating models. Proven track record in guiding multilateral development banks and financial sector institutions.
• Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.
