[Phase I] Development of the implementation plan for the Regional Framework on Climate Mobility (Framework) through; 1. Coordination and dialogue with relevant stakeholders working in the area of disaster-related human mobility 2. Socialising the Framework to disaster management offices of the Pacific governments as required 3. Consultations with programme partners and other development partners [Phase II] Supporting the delivery of Regional Exchange meeting through 4. Substantive lead in developing the concept and programme of the meeting in consultation with the project partners 5. Close coordination and consultation with the potential partners and stakeholders and liaise with them on their cooperation / contribution to the meeting Identifying the areas of future contribution of ESCAP to the implementation of the Framework 6. Identification of potential areas of technical contribution of ongoing ESCAP work to the Implementation Plan of the Regional Framework

Duties and Responsibilities

The consultant will work under overall supervision of the Head of the ESCAP Pacific Office, and work closely with the programme implementing partners. [Phase I] A. Advise and provide technical inputs for the development of the implementation plan for the Framework, in particular in the areas related to disaster-related human mobility. B. Coordinate and facilitate consultations with partners and stakeholders including relevant CROP (Council of Regional Organizations in the Pacific) agencies on the development of the implementation plan for the Framework, particularly on the component related to disaster related human mobility. C. Coordinate with ESCAP in delivering the regional consultations on the implementation plan, including the Regional Dialogue scheduled for 15-16 April 2025 in Suva, Fiji. [Phase II] Under the phase II of this consultancy, the consultant will undertake the following duties. D. Support ESCAP in organizing a regional exchange (tentative name) meeting scheduled to be held in the first quarter of 2026. The meeting serves as ESCAP”s final deliverable for the PCCMHS project Phase II and invites 18 Pacific governments. It will reinvigorate support for the Pacific Regional Framework on Climate Mobility and its Implementation Plan and facilitate Peer-to-Peer exchange of experiences among Pacific Governments, focusing on planned relocation. (Peer-to-Peer exchange is one of the 5 pillars of the Implementation Plan of the Pacific Regional Framework on Climate Mobility). Given the ongoing initiatives and interest of development partners and Pacific Island governments, the preparation for the meeting requires extensive coordination, consultation and discussion on the contents and modality of the meeting, including a. Development of draft concept note in consultation with ESCAP and PCCMHS project partners (approximately 4 work days) b. Reaching out and consulting with potential partners (e.g., CROP agencies, bilateral and multilateral development partners) and stakeholders on their interest in supporting/involvement in the meeting (approximately half day x 10 = 5 work days) c. Coordinating with the existing and potential partner(s) on the programme of the meeting and areas of contribution (approximately 5 work days) d. Reaching out to the participants from the Pacific Governments and conducting pre-meeting survey on the areas of interest related to planned relocation, including bilateral meeting where possible (approximately 3 work days) e. Based on the above-mentioned survey, identify relevant tools available for the selected topic of the planned relocation and reach out to relevant experts and support preparation of background note for the meeting (approximately 3 work days) f. Support facilitation of the Regional meeting on-site (approximately 5 work days) E. Identify the potential linkage and contribution of ESCAP’s work related to disaster risk data (for ESCAP region) with the forthcoming activities envisaged in the Implementation Plan of the Pacific Regional Framework on Climate Mobility and prepare a brief summarizing the findings/recommendations as a think piece to support the closer alignment between the Bangkok based division’s work with existing and ongoing initiatives in the Pacific region (approximately 15 work days)

Qualifications/special skills

Post graduate degree preferably in International Development, Environment Studies, International Law, International Relations or Political Science or related fields. A first-level university degree (e.g. Bachelor) in the above fields with two additional years of relevant professional work experience may be considered in lieu of an advanced degree. At least 7 years of progressively relevant professional experience in government, diplomatic or international civil service, in the area of migration, displacement, climate change and humanitarian affairs. In-depth knowledge of the Pacific sub-regional policy context related to migration and climate change highly desirable. Experience in the areas of policy development, negotiations in a multilateral setting would be an asset. Experience in supporting international conferences, policy dialogue and communication projects is desirable. Skills: Excellent communication, coordination, and in-depth understanding of global and regional initiatives on disaster-related human mobility
