JOB DESCRIPTION

CONTRACT DURATION: up to March 31, 2026, renewable

Project Background

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), expand improve maternal, newborn, and child health (MNCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

Job Summary:

Under the supervision of the DRC Epic Project Director, the Technical Director: Malaria, Maternal, Newborn, and Child Health (MNCH) and Nutrition will closely work with EpiC headquarters (HQ) and in-country Malaria, MNCH and Nutrition teams, United States Government (USG) personnel, implementing partners, and the Ministry of Health to provide guidance on the delivery of USG -endorsed life-saving interventions.

These interventions include:

  • Malaria services such as case management, vector control, and malaria prevention during pregnancy (e.g., rapid diagnostic tests (RDTs), artemisinin-based combination therapy (ACT), intermittent preventive treatment in pregnancy with sulfadoxine-pyrimethamine (IPTp-SP), insecticide-treated nets (ITNs), rectal artesunate (RAS), and the introduction and scale-up of malaria vaccines).

  • MNCH and Nutrition services for pregnant women, newborns, and children, including antenatal care (ANC), postnatal/postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM), maternal nutrition, infant and young child feeding, and screening and treatment for acute malnutrition, among others.

  • The Technical Director: Malaria, MNCH and Nutrition is an advanced subject matter expert who will oversee the malaria, MNCH, and Nutrition components of the program, directing and advising other technical staff members. The Technical Director: Malaria, MNCH and Nutrition will provide oversight to the day-to-day technical and operational aspects of Malaria, MNCH and Nutrition and integrated health projects and will supervise technical staff members to ensure that project activities are on track with work plans. This position will inform project design and implementation, drawing from their technical expertise in Malaria, MNCH and Nutrition. The Technical Director: Malaria, MNCH and Nutrition will lead the development and revision of best practice documents in DRC, monitor budgets in collaboration with finance staff, and will be expected to coordinate and work with a diverse group of organizations, such as the Ministries of Health, international and national development partner organizations, and United States Government (USG) personnel to complete work. The Technical Director will also provide leadership to reinforce the National Malaria Control Program’s data analytics and monitoring and evaluation (M&E) systems, ensuring accountability, efficiency, and cost-effectiveness.

Accountabilities:

Technical Requirements:

  • Works on problems of complex scope that require evaluation of variable factors.

  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

  • Networks with project team members, EPIC HQ staff, and with in-country forums.

  • Provides Malaria, MNCH and Nutrition input to senior technical leadership at project and national level using evidence-based best practices, guidelines and normative policies.

  • Leads the creation of the technical portions of Malaria, MNCH and Nutrition program designs within the given resources and financial constraints.

  • Coordinates with project technical and programmatic staff to ensure that activities are implemented as per global and national best practices and can achieve expected targets and are consistent with FHI 360 policies.

  • Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.

  • Provides technical leadership in Malaria, MNCH and Nutrition as a representative of FHI 360 including by representing the organization to external entities at professional meetings and conferences.

  • Influences the design and scope Malaria, MNCH and Nutrition programs and develops strategies and tools (training, capacity strengthening, coaching guidelines, and standards) for technical activities.

  • Maintains collaborative relationships with USG personnel, relevant government agencies, bilateral programs, and other NGOs as a knowledgeable resource in Malaria, MNCH and Nutrition.

  • Assists in managing USG relations, including reviewing technical reports, preparing, and delivering presentations.

  • Identifies strategies to address knowledge and capacity gaps in Malaria, MNCH and Nutrition among project staff.

  • Develops project work plans and coordinates with USG personnel and partners on activities.

Quality Assurance:

  • Ensures technical deliverables and implementation are consistent with global and local best practices and meets USG technical requirements and contractual obligations.

  • Proactively identifies risks or challenges to technical deliverables and creates mitigation plans.

  • Reviews, analyzes, and evaluates the effectiveness of the program and makes recommendations to improve efficiency and effectiveness.

Applied Knowledge & Skills:

  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.

  • In-depth Malaria, MNCH and Nutrition knowledge and detailed knowledge of related technical specialties (for example immunization, health systems, primary health care, and integrated nutrition).

  • Comprehensive knowledge of malaria epidemiology, case management, vector control, and surveillance in sub-Saharan Africa.

  • Demonstrated experience designing and implementing malaria interventions at facility and community levels.

  • Proven track record in strengthening local health systems and building partner capacity.

  • Strong skills in donor engagement, policy dialogue, and national program support.

  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.

  • Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.

  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among

  • peers and colleagues.

  • Demonstrated Malaria, MNCH and Nutrition technical expertise through selection of methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

  • Must be able to read, write and speak fluent French and English

  • Provides direct supervision to Malaria, MNCH, and Nutrition technical advisors and officers in EpiC DRC.

  • Reports to the EpiC DRC Project Director, working closely with HQ Malaria, MNCH, and Nutrition technical staff.

  • Coordinates across EpiC teams (HIV, MNCH, TB, and GHS) to promote integrated service delivery.

Education: **

Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Project Management (PM) Certification preferred.

Clinical or entomology background with public health training preferred.

Experience: **

  • 12+ years of relevant experience designing, managing, and evaluating Malaria, MNCH and Nutrition programs and initiatives. 8 years experience in a leadership role.

  • Clinical experience with public health training is strongly preferred.

  • Participation in national normative bodies or committees for Malaria, MNCH and Nutrition.

  • A history of relevant publications, presentations, reports, and manual/tool development.

  • Experience implementing large projects or programs funded by the USG.

  • Deep knowledge of the Malaria, MNCH and Nutrition landscape.

Typical Physical Demands:

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

Technology to be Used:

Travel Requirements:

Up to 75% in-country
