TITLE: Staff Assistant (Property Accounting)

1. POST CONTEXT

The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats.

The BSG is responsible to COM NMI through the COS and DCOS SPT for ensuring the proper and efficient management of facilities, infrastructure and services to support the current and future operational requirements of all NMI members.

Within BSG, the incumbent is responsible for the procurement and life-cycle management of NATO funded non-expendable property (e.g. capital items) for NMI HQ and satellite locations.

This post reports to: NTI BSG 0010 – Base Support Group Commander – OF-4

2. DUTIES

Ensures that all property data (receipts, issues, adjustments) are inserted into mechanized account records .

Manages all customer service functions from receipt of initial requirement until goods or services have been delivered .

Recommends property for disposal/to keep in excess as appropriate.

Reviews Reports of Survey and Inventory Adjustment Vouchers for adjustments to NATO property records whether resulting from inventories or as a matter of standard business.

Manages the records-keeping aspects of all non-expendable properties and services procured with NATO.

Provides statements of work and history on contractor performance to J8 as required.

Supervises all memorandum receipts for all NATO non-expendable property issued to or received from unit representatives.

Directs property inventories and coordinates all resultant actions with unit representatives

Coordinates annual as well as non-routine inventories of all non-expendable property and takes remedial action with representatives when necessary.

Supervises the reconciliation of inventory results with official files.

Supervises a staff of international military members and NATO civilian assigned as Property Specialists.

Takes over all the international property that is delivered to his/her Command, checking it for quantity and quality prior to distributing it to the users or warehousing it.

Prepares a Property Custodianship Structure that reflects the distribution and location of the assets to users to be used for the identification of the Property Custodianship Holders (PCHs).

Provides adequate training to the PCHs nominated by the Chiefs of Divisions, Offices, Units.

Issues the property to users through the PCH and taking custody of property not assigned to the PCHs and that stocked into the warehouse.

Populates and maintaining up-to-date the property accounts records in the entity’s asset registers in accordance with the asset data requirements of the 60-80 Directive.

The employee may be required to perform a similar range of duties elsewhere within the Organisation at the same grade without there being any change to the contract.

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.

Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.

The work is normally performed in a normal NATO office working environment/Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

Higher Secondary education and completed higher vocational training in accounting, finance, management, business administration, public administration, logistics, transport or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience;

Minimum of 3 years’ experience in property accountability or management.

Experience in Supply and Logistics.

Experience in Asset Management.

Basic knowledge and experience in contract management.

Basic knowledge and experience in financial regulations.

The ability to prepare and convey briefs.

English Standard Language Proficiency level of “Professional” in speaking and writing, (SLP 3322 based on NATO standards).

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

DESIRABLE

Experience in staff operations within international HQ.

Experience in Property Accountability, in a NATO HQ or similar organization.

Knowledge of NATO Administrative procedures.

Knowledge of NATO Policies and Procedures.

Knowledge of NATO Supply Chain Management.

NATO Automated Financial System (NAFS) Supply Manager Course.

4. POSITION AND CANDIDATE PROFILE

Personal Attributes: The incumbent must be a mature and experienced person, who displays sound judgment, excellent interpersonal and communication skills, and unquestionable integrity. In addition to the integrity, flexibility, and discretion, must possess critical thinking skills combined with the ability to plan and organize, displaying the highest sense of commitment to the Organization and to the job. Frequently works under pressure, during long and irregular hours and carries high workload.

Professional Contacts: Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Solicits/gives information and provides advice/guidance.

Contribution To Objectives: The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.

5. EMPLOYMENT CONDITIONS

The successful candidate will be offered a 12-month definite duration contract, based on operational need/funding for the position.

The basic salary for an MCIV 3 is Euro € 5,118.00 per month . A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
