About the job:

Join us in The Hague, Netherlands to support NATO’s Digital Endeavour. You will be part of the newly formed Corporate Portfolio Management Office (C-PMO) within the Chief Operating Office of the NCI Agency. The C-PMO drives the operationalization of the Common Funded Capability Delivery Governance Model (CFCDGM) in the Agency, supports the Capability Management Function (CMF), and ensures strategic alignment between business objectives, programmes, and projects. The C-PMO also ensures the effectiveness and efficiency of the Agency Portfolio, Programme, and Project Management Framework (P3M) by developing consistent, standardized methods and approaches for the planning and execution of common funded programmes and projects. Finally, the C-PMO will orchestrate the delivery of technical services at the portfolio level in the area of Enterprise Architecture & Design (EA&D) as well as Independent Verification & Validation and Quality (IVVQ).

The Senior Portfolio Analyst will be part of the new Strategic and Operation Support team who are responsible for the planning and coordination of the Agency’s contributions to the CFCDGM management products. This team ensures the realism of plans as well as their alignment with the Agency’s strategic objectives, reporting into the Head of Strategic and Operation Support this role will:

· Contribute to the assessment on the Common Funded Capabilities (CFC) portfolio status to support Executive Management’s decision making process;

· Provide aggregated reporting on capability definition and delivery by programmes and projects to enable improved oversight and optimized strategic decision-making through a data driven approach;

· Coordinates with Business Planning and Execution Management (BPEM) on CFC demand forecast and business planning;

· Populate the data model for dashboards and reporting artifacts to support the Agency´s strategic information needs.

· Support the operationalization of the CFCDGM within the NCIA by mentoring and training the relevant NCIA staff on the principles and procedures of the CFCDGM.

About you:

The valuable knowledge and experience that you bring to this role is extensive and up-to-date knowledge and at least 3 years experience working with the following:

· Programme and Project management in the defence/security sector

· Implementation of military or other Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) systems in large military or civilian organizations

· Proven experience in roles requiring the ability to work successfully with diverse stakeholders; planning, directing and controlling the planning processes

· Excellent communication and management skills and the ability to effectively communicate orally and in writing, using tact and diplomacy, with good briefing and presentation skills;

· Monitoring and control of programmes and projects

· Team management in the areas of programme and project management

· Reporting to senior management and governance levels

· Stakeholders management; understanding their needs and problems, and proposing constructive way ahead

Required accreditations:

· Management of Portfolios (MoP) and/or Practitioner of Management of Successful Programmes (MSP)

· PRINCE2

· PMP
