Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction:

The International Labour Organization (ILO) conducts a wide range of technical cooperation programmes in Ethiopia to promote inclusive industrialization, job creation, and better working conditions. Within this framework, the Siraye Programme acts as the main platform for implementing the EU-funded Advancing Decent Work in Ethiopian Coffee and Horticulture Value Chains project. As the programme expands its efforts in manufacturing and agri-value chains, the EU project increases the demand for effective knowledge systems, structured learning processes, and evidence-based decision-making to enhance program quality, encourage innovation, and support sectoral and national policy discussions.

The Knowledge Management and Learning Officer will play a key role in capturing, organizing, and disseminating knowledge generated through programme implementation, research, and partnerships. The incumbent will support systems that promote institutional learning, facilitate the uptake of evidence, and connect programme insights with policy.

Reporting lines:

The Knowledge Management and Learning Officer will work under the direct supervision of the Programme Manager of the ONE ILO Siraye Programme. The incumbent will receive technical guidance from the Decent Work Technical Team, Better Work Global, and relevant ROAF Technical Specialists.

Main duties and responsibilities:

Knowledge Management and Learning:

1. 1. 1. 1. Design and operationalize a Knowledge Management and Learning Strategy for the EU-funded project and related Siraye initiatives.
         2. Capture and document lessons learned, promising practices, and innovations, and share them across Siraye, the EU project, and the wider ILO community.
         3. Coordinate the production and dissemination of knowledge products, including synthesis reports, policy briefs, case studies, and thematic analyses, linking factory-level insights to sectoral and national trends.
         4. Maintain a digital knowledge repository for programme data, reports, and learning materials.
         5. Support communities of practice and collaboration with Better Work Global R&I/knowledge teams to strengthen learning across country programmes.

Evidence and Data for Learning:

1. 1. 1. 1. Support the design and implementation of the programme’s MEL and Results Framework.
         2. Synthesize monitoring data, research findings, and evaluations to generate actionable insights and guide adaptive management.
         3. Lead structured reflection processes, including learning events and synthesis report discussions, connecting factory insights to sectoral and national dynamics.
         4. Ensure quality and consistency in programme and donor reporting through MEL guidance, data validation, and technical backstopping.

Capacity Building and Academic Coordination:

1. 1. 1. 1. Build the capacity of programme staff and national partners in knowledge documentation, data use, and learning facilitation.
         2. Liaise with universities and research institutions to design joint studies, disseminate findings, and strengthen evidence uptake, working in collaboration with Better Work Global teams.
         3. Integrate research findings and cross-cutting themes such as gender equality, OSH, productivity, and social dialogue into learning and capacity-building activities.

Qualification requirements

Education:

First University degree in knowledge management, communications, development studies, social sciences, economics, or a related field. A postgraduate qualification in knowledge management, organizational learning, or monitoring and evaluation is an advantage.

Experience:

At least three (3) years of progressively responsible experience in knowledge management, organizational learning, research, or monitoring and evaluation within international development. Experience supporting donor-funded programmes, preferably including EU-funded initiatives, with demonstrated ability to contribute to results frameworks, evidence synthesis, and reporting processes. Proven track record in producing high-quality knowledge products, coordinating learning events, and facilitating structured reflection processes that translate field-level insights into sectoral or national analysis. Experience engaging with research institutions or academic partners and working with collaborative digital platforms. Exposure to multi-country or global learning networks, or to ILO/Better Work value chain programmes, is an asset.

Languages:

Excellent command of English and good working knowledge of Amharic are required.

Competencies:

• Proven experience in designing and implementing monitoring, evaluation, and learning systems within development cooperation projects, including donor-funded (preferably EU-funded) initiatives.
• Strong ability to synthesize data, generate actionable insights, and translate field-level findings into sectoral or national-level analysis.
• Knowledge of monitoring and evaluation approaches for capacity-building and institutional strengthening projects.
• Experience facilitating and coordinating externally managed evaluations, including data collection, stakeholder consultations, and follow-up processes.
• Good understanding of ILO policies, procedures, and administrative and financial rules, or the capacity to rapidly acquire such knowledge.
• Strong analytical and writing skills, with demonstrated ability to produce clear, accurate reports and knowledge products in English; working ability in Amharic.
• Ability to train and build the capacity of colleagues and national partners in MEL, knowledge documentation, and evidence use.
