Job Summary

The consultancy is aimed to support the development of a social behaviour campaign jointly for displaced and local populations to improve financial behaviour in Armenia.
Category B Consultancy.

Key Responsibilities

Category B Consultants: Tangible and measurable outputs of the work assignment

Under overall supervision of the Head of Office in IOM Armenia, and the direct supervision of the Programme Officer, and in close coordination with relevant units, if necessary, the consultant will be responsible for the following tasks:

  • Pre-Assessment:
    • Design a behavioural assessment methodology and validate it with IOM.
    • Design a Monitoring and Evaluation (M&E) framework for the campaign, including baseline and endline indicators, and validate it with IOM.
    • Identify and engage key stakeholders (e.g., government, financial institutions, private sector, civil society) to inform the assessment and ensure alignment with national priorities.
    • Conduct a behavioural assessment to explore financial attitudes, motivations, barriers, and enablers among displaced and host populations.
    • Produce a Behavioural Assessment Report summarizing findings and recommendations for campaign design.
    • Support the development of Terms of Reference (ToRs) for the media company to implement the campaign.
  • Campaign Design and Development:

Based on assessment findings:

  • Define the campaign objectives, behavioural goals and key messages.
  • Identify and segment target audiences based on behavioural insights.
  • Design educational and promotional materials tailored to each audience segment.
  • Integrate referrals to existing financial education resources and services.
  • Collaborate with IOM and the Media company to pre-test messages with selected target groups.
  • Support the development of a detailed campaign implementation plan, including timelines and milestones and communication channels together with the media company and IOM.
  • Ensure that campaign materials are conflict-sensitive, gender-sensitive, and culturally appropriate.
  • Implementation Support:
    • Provide technical guidance to ensure behavioral consistency and accuracy of messages across all media formats.
    • Review and provide feedback on draft materials, visuals, and outreach strategies developed by the media company.
    • Monitor campaign roll-out and provide recommendations for real-time adjustments based on audience feedback and media analytics.
  • Mid-term Review:
    • Assess audience engagement with campaign materials to identify which content resonates most with target groups.
    • Recommend and support adjustments to the campaign strategy and materials based on mid-term findings.
  • Evaluation and Knowledge Transfer:
    • Implement the post-campaign evaluation methodology, including data collection and analysis.
    • Prepare a comprehensive Evaluation Report, including impact analysis, lessons learned, and recommendations for future financial behaviour change initiatives.
    • Conduct a training session or knowledge-sharing workshop for IOM staff and partners on behavioural insights and campaign implementation.
  • General:
    • Participate in regular coordination meetings with IOM and the media company.
    • Participate in mandatory IOM security and ethical trainings.
    • Adress comments from IOM Country and Regional Office and Head Quarters on draft versions of the pre-assessment report, campaign plan and evaluation report until IOM approves the final version.

Category B Consultant hired to deliver Pre-Assessment Report, Campaign content and progress and Evaluation Report on a four-instalment payment basis:

  • Deliverable 1
    Submission of the Behavioural Assessment Report and Monitoring and Evaluation Framework, incorporating stakeholder inputs and approved by IOM.
  • Deliverable 2
    Submit Campaign Plan outlining the campaign objectives, key messages, educational materials, and implementation plan, reviewed and approved by IOM.

  • Deliverable 3

    Submit mid-Campaign progress and assessment report with updates on the implementation of the campaign and any adjustments made, reviewed and approved by IOM.

  • Final deliverable

    Submit Evaluation Report with comprehensive report on the post-campaign survey results and impact analysis and recommendations for future campaigns based on the evaluation findings.

    Performance indicators for the evaluation of results

    • Quality of Pre-assessment and Evaluation report.
    • Quality of campaign material: Feedback from IOM, stakeholders and target populations on the relevance and clarity of the campaign messages and educational materials.
    • Timeliness: Adherence to agreed deadlines agreed on in the contract and the campaign development timeline and milestones.

    Required Qualifications

    Education, Experience and/or skills required

    Education:

    • Master’s degree or PhD in Sociology, Behavioural Economics, Social Psychology, Development Economics, Finance or another related subject.

    Work Experience:

    • Minimum of 5 years of research experience in social behaviour change, behavioural insights, or financial literacy programming, including experience in designing and managing research projects.
    • Proven experience in designing and managing research, monitoring and evaluation and/or capacity building projects/grants.
    • Demonstrated ability to analyse quantitative and qualitative data, including large datasets, and translate findings into actionable insights.
    • Experience in working with local and central authorities, as well as international organization is a distinctive advantage.
    • Experience collaborating with media or communication agencies is an advantage.
    • Proven experience in technical report writing in English for diverse audiences, including donors and policy stakeholders.
    • Experience in behavioural campaign design or financial inclusion programming is desirable.

    Skills:

    • Strong analytical and conceptual skills, with the ability to apply behavioural science frameworks to real-world challenges.
    • Advanced computer literacy, including proficiency in Microsoft Office 365 (Word, Excel, Outlook, PowerPoint); familiarity with data analysis tools (e.g., SPSS, R, Stata, or NVivo) is an asset.
    • Excellent organizational and time management skills, with the ability to work independently in a complex environment and deliver high-quality outputs within tight deadlines.
    • Strong interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
    • Ability to work collaboratively in a multicultural team and contribute to shared objectives.

    Languages:

    • Fluency in English and Armenian is required (oral and written).
    • Working knowledge of Russian is an advantage
