Contract Duration:: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).
A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Important:
Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.
Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.
A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.
Organizational Context
Under the direct supervision of the Director of Division of Management Services, the principal functions of the ICC Security & Safety Section are:
- Protection off all ICC premises, property and courtroom functions through the strict control of access and egress and the maintenance of an armed uniformed protection force.
- Management and control of all electronic security and surveillance protection systems operated at the seat of the Court.
- Safe handling and custody of all accused persons whilst detained at the seat of the Court.
- Background investigative screening of staff, contractors and other support workers to ensure the reliability and integrity of personnel assigned in a security sensitive environment.
- To promote the safety and security of ICC staff and its investigative and judicial processes, including through coordination and liaison with the security agencies of the host country, member states and international organisations.
- Armed protection of designated staff members, premises and evidence in areas of investigative operations and the provision of close protection escorts, contingency plans, staff tracking and operational liaison with host government or international security support agencies.
- Prevention of unsafe acts at work, the promotion of a safe working environment and the immediate response to fire, safety, first aid or security incidents or emergencies.

Duties and Responsibilities
Under the direction of the Head, Building and Court Security Unit and under the direct supervision of the Security Sergeant, the Senior Security Officer is responsible for the following duties:
- Security screening of all persons entering ICC premises, using technical equipment, including x-ray and metal detectors, or manually as necessary. Provide direction to junior screeners at entry points.
- Provide armed uniformed security protection for the staff, senior officials, witnesses, judges and visiting dignitaries at the seat of the Court; provide “quick reaction” capability in the event of a security alert or emergency.
- Maintain surveillance (technically and personally) of ICC premises in order to prevent intrusion or disorder in Courtrooms or other semi-public places, removing unauthorised or unruly persons from the premises.
- Undertake the role of escort team leader to ensure the safe custody of accused persons as well as in detainee escorts and in accordance with defined security operating procedures.
- Conduct physical searches of the premises in response to threats or as a preventative security measure.
- Monitor, operate and respond to the electronic security systems at the Security Control Rooms including CCTV surveillance, communications, fire prevention, alarm systems surveillance system, and assign tasks to security personnel.
- Provide armed security escorts to witnesses, VIP’s, or other dignitaries whilst at the seat of the Court.

- Provide the initial response to emergencies, technical or security alarms or other reports requiring security and safety intervention within the ICC premises.
- Provide first aid and ‘first responder’ medical assistance to injured or ill persons at the seat of the Court
- Maintain all necessary security records, including firearms register, security control room records, incident logs, visitor’s logs, etc.
- Use technical equipment to screen, record and inspect all mail and deliveries arriving at the Court in order to ensure safety.
- Conduct patrols of the premises internally and externally in order to prevent breaches of security and safety, report infractions or incidents, ensure compliance with security policies and procedures and provide reassurance.
- Complete correctly and efficiently the necessary administrative records.
- Report infractions of ICC rules, regulations of administrative issuances or breaches of security and safety to supervisors in a timely manner.

- Any other ad hoc duties as assigned by the Chief of Security and Safety Section.
Essential Qualifications
Education:
Diploma of secondary education.
Experience:
At least four years of experience in security field, preferably with national police, military, corporate or international organization.
Expertise in the following areas are required:
- Received First Aid training in recent years and must be able to obtain/renew the First Aid certification.
- Received Firearms training in recent years and must be able to obtain/renew the Firearms certification.
- Formal training, knowledge and experience in working in a security control centre with modern intrusion detection and CCTV, access control, communications and fire alarm, evacuation and emergency systems.
- Training, knowledge and experience in operating modern security screening equipment for screening persons and items.
- Training and experience in prisoner handling.
- Training in the use of baton and other non-lethal weapons or instruments.
- Training in arrest and restraint techniques and tactics.

- Training in fire prevention and fire fighting.
Expertise in the following areas are desired:
- Training and experience in prisoner handling as team leader.
- Training and experience as instructor.
- Training, knowledge and experience in investigations and techniques involved.

Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset. Knowledge of Dutch is an asset.

General Information
– Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

– Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
