People & Office Administrator, Singapore Hub

POSITION SUMMARY – This position is based in Singapore

The Singapore Hub Office and People Administrator provide Human Resources & Administrative support for the CI Office in Singapore. They have responsibility in two major buckets:

Human Resources, spanning recruitment, staff onboarding/off-boarding, employee benefits/insurance, employee relations, training/development, as well as support for CI global HR processes. Recruitment includes Business World data entry, maintenance of HR folders, as well as work pass application/management for foreigners.

Administration, the broad buckets of which are Asset Management, Procurement of office/kitchen supplies, and general ies, and general administrative/logistic support

This position will work closely as a member of the Singapore Operations team in Asia FMU and underthe direct supervision of the Senior Operations Director, Asia, as well as in close collaboration with the Regional HRBP on HR topics, so as to provide seamless support for staff in the Singapore Country Program & Regional Office based in Singapore.

This position does not supervise staff, and the incumbent is expected to work independently on routine job duties.

RESPONSIBILITIES

Talent Acquisition, On/Off-Boarding

  • Responsible for talent acquisition process, including working with hiring managers on Job Descriptions, Job Posting on relevant job portals, Direct Sourcing via LinkedIn (in the absence of suitably strong write-in profiles), candidate shortlisting and review with hiring manager, timely and professional interview management, salary proposals/contract issuance. Support the Regional HRBP on Director+ recruitments in Singapore.
  • Manages relevant administrative processes linked to recruitment, such as Business World data entry, maintenance of documents in HR folders, coordination with Operations on payroll, contract renewals, immigration/ working pass applicants/renewals, and ensuring compliance with the Ministry of Manpower & other statutory requirements/guidelines.
  • Together with the Regional HRBP and Operations Director, develop an Onboarding process for CI Singapore, and conduct New Employee Orientation (NEO) for all new joiners to CI, ensuring a positive employee experience from Day One. Works with hiring managers to ensure a wider orientation program/ meeting schedule is in place.
  • Employee offboarding/exit management.

HR Support & Employee Benefits

  • With direction from the Regional HRBP, undertakes regular review of CI Singapore staff benefits to ensure market competitiveness and alignment with changing statutory provisions. Discusses any proposed changes with the Senior Operations Director and Regional HRBP.
  • Ensures new joiners are briefed on their Benefits and registered on insurance, etc.
  • Collaborates with the insurance broker to support the annual insurance renewal process, ensuring timely coordination and accurate documentation, while core responsibility for decision-making and execution remains with the Regional Operations Lead.
  • Ensures compliance with local labor laws and CI’s internal HR policies; maintains and updates HR policies and employee handbook.
  • Facilitate annual HR processes for Singapore staff – performance management, merit increase, promotion, etc
  • Provide guidance/advice to CI Managers and Staff on routine HR processes, systems, procedures, and other necessary HR related queries. Where topic is more complex in nature, these are to be referred to the Regional HRBP.
  • Support the Senior Operations Director and Regional HRBP on the management of disciplinary and employee relations/grievance issues in Singapore-based staff.
  • In collaboration with the Global L&D team and the Regional HRBP, provide the appropriate training and development programs for Singapore-based staff.

Administration

  • Assist in Procurement matters, including but not restricted to, logistic administrative, operational and project-related purchases and IT equipment
  • Responsible for Asset Management, which includes asset tagging, maintenance of fixed assets register (in BW as well as offline tracker), execution documentation of fixed assets disposal and transfer, and managing periodic asset physical count.
  • Facilitate IT setup and co-ordination for new hires as part of the onboarding process, including assisting in general IT enquiries and point of contact for IT-related matters for new hires.
  • Assist mail-in and mail-out.
  • Manage relationships with the external vendors for insurance, as well as the guests.

People and Resource Management Responsibilities

  • Does not directly supervise staff but assists peers and helps direct the work of interns, temporary employees, contractors, or volunteers.
  • Not accountable as budget holder.

WORKING CONDITIONS

  • Typical office environment.
  • Minimal travel expected.
  • This role is a fixed-term assignment.
  • Ability to occasionally work in flexible hours for meetings/workshops and conference calls with offices in different time zones.

QUALIFICATIONS

Required

  • 2 to 4 years of Human Resources experience, including Talent Acquisition.
  • Proficiency with MS Office, LinkedIn, Business World, and recruitment software such as Taleo.
  • Self-starter, organized, good time-management abilities.
  • Collaborative, team player who is comfortable working across teams and boundaries.
  • Solid written and spoken communication skills (English) and interpersonal skills.
  • Results-driven, with problem-solving and decision-making ability.

Preferred

  • Bachelor’s degree in any discipline.
  • Local HR certification would be an added advantage but not a must.
