JOB DESCRIPTION

Org. Setting and Reporting

The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS).  The incumbent will serve as the principal advisor to Mission Leadership on ICT strategy, governance and ICT operations, ensuring alignment with UNSOH’s mandate and operational priorities. This includes: Leading the design and implementation of mission-wide ICT frameworks that integrate telecommunications, cybersecurity, and enterprise systems. Driving innovation initiatives to enhance operational resilience and interoperability with Haitian national systems and partner agencies. Overseeing change management processes to ensure smooth adoption of new technologies across all mission components. Providing strategic input for reports and policy papers to intergovernmental bodies, ensuring ICT considerations are embedded in mission planning and resource allocation. The position is based in Port-au-Prince and is located in the Field Technology Unit, within the Office of Operations Management Unit. The Chief of Unit will report to the Director of Office of Operations Management Unit and will act as the Head of the Field Technology Section, providing authoritative guidance on ICT operations and supervising all sub-units, including Telecommunications and Information Systems teams.

Responsibilities

Within the limits of delegated authority, the Chief if Unit, Information Systems and Telecommunication, FS-7 will be responsible for performing the following duties: Provides management and coordination of the Unit responsible for the delivery of all Telecommunications and Information Systems and services deployed by field missions: this will include voice, video, data and other related systems and services. Supervises direct report supervisors of the respective Telecommunications sub-units and Information Systems sub-units within the Mission and provides overall supervision for all staff in the Telecommunications and Information Systems Unit. Manages the maintenance and repair programs for Telecommunications and IT systems, networks and equipment. Establishes performance standards for telecommunications and IT equipment and services, and recommends corrective operational measures to improve quality and performance. Coordinates the preparation of request for proposals, technical specifications and statement of works for the acquisition of various telecommunications and IT equipment and services; Performs technical evaluation of the bids and proposals. Coordinates with the Office of Information and Communication Technology and the United Nations Global Service Centre on matters related to CITS support. Acts as a focal point for inter-agency emergency field security telecommunications. Ensures effective coordination with various local UN agencies in order to maximise possibilities of interagency collaboration in the field of telecommunications and information systems and technology. Coordinates the preparation of annual cost estimates and budget proposal for the mission’s telecommunications and information systems and services; Manages, controls and exercises the budget upon its approval. Performs other duties as required.

Education

High School diploma or equivalent is required.

Job – Specific Qualification

Certifications in relevant areas of Secure Communication Network, Engineering in telecommunication systems, ITIL and Prince are required.

Work Experience

A minimum of 12 years (six (6) years with a first level university degree) of progressively responsible experience in information and telecommunications systems or related areas, including experience in developing and overseeing large centralized and globally distributed institutional systems is required. Experience in establishing complete IT and communications infrastructure for new offices or field offices from the ground up, including planning, deployment, and operationalization of all core services, is required. Experience in budget, staffing and performance management and reporting is required. Proven experience in designing, implementing, and managing secure communication networks, including encryption protocols and cybersecurity measures for mission-critical environments is required. Extensive background in engineering and architecture of complex telecommunication systems, including satellite, microwave, and IP-based networks is required. Two years’ experience providing services in information and telecommunications systems or related areas in a field operation of the United Nations commons systems or related areas in a conflict or post-conflict setting is desirable. Practical experience applying ITIL principles for IT service management, including incident, problem, and change management processes is desirable. Certified in PRINCE2 or similar project management methodology, with a track record of delivering large-scale ICT projects within budget and timelines is desirable.
