People and Talent Officer (m/f/x) – Jerusalem

Job Description

As a People & Talent (Project) Officer, you report to the Country People and Talent Manager. You support HR management by implementing the P&T policy and managing various HR processes and operations, including personnel administration, recruitment and selection, onboarding, performance management compliance, and act as the focal point for Learning and Development.

You are a key link in supporting both employees and the People and Talent Manager, and you actively contribute to the implementation of HR processes in Palestine(PS), and you also support the Enabel office in Jordan(JOR) in specific areas.

Your responsibilities

  • Administrative support: Managing personnel files and organisational charts, processing changes in the HR system, and serving as the first point of contact for HR-related queries, including managing the health and workmen insurance inquires (PS).
  • Recruitment & selection: Organising intake interviews, drafting job descriptions, and coordinating selection procedures (PS+JOR).
  • Onboarding & offboarding: Analysing and improving onboarding programmes, supporting new employees, and organising exit procedures (PS+JOR).
  • Performance management: Providing support for questions regarding training, career development, and development opportunities (PS+JOR).
  • Learning and Development: Act as the focal point for learning and development initiatives and contribute to the implementation of the L&D plans (PS+JOR).
  • Compensation and Benefits: Managing staff payroll on monthly basis, in addition to the overall management of processes related to payroll, including following up on pension plans, and employee withholdings (PS).

Qualifications

  • Master’s degree in human resources, Business Administration, or any related field.
  • Minimum 2 years of experience in HR, at a senior officer level.
  • Experience from working with INGOs, UN agencies, or international development agencies.

Competencies

  • Able to work accurately and in a structured manner, with an eye for detail.
  • In-depth knowledge of labour laws in Israel and Palestine.
  • Strong experience in salary calculation and processing.
  • Working experience in using HRMIS.
  • Strong communication and empathetic skills.
  • Discreet and trustworthy when handling confidential information.
  • Proactive and solution oriented.
  • Flexible and resilient in a dynamic working environment.

Languages

  • Fluent in spoken and written Arabic. Considering the working language of the international environment in which you work, an excellent knowledge of English is required.
  • Good knowledge of Hebrew is an asset

Specific additional requirements and assets

For access reasons, and due to exceptionally challenging access restrictions:

  • Permanent residency in Jerusalem is a requirement

  • A fixed-term contract until December 2027, with possible extension based on performance and funding availability.
