BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The post is based in Afghanistan Country Office, and the incumbent is part of the Partnerships, Communications and Reporting team, reporting to the Head of Partnerships, Communications and Reporting. The incumbent is required to carry out and coordinate broad range of partnerships activities, analytical work and research. Engagement with internal stakeholders and a host of public, private sector and external entities is required.

JOB PURPOSE: The job holder is expected provide substantial value to WFP’s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP in Afghanistan, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the direct supervision of Head of Partnerships, Communications and Reporting, and the overall supervision of the Country Director, the incumbent will perform the following tasks:

1.    Implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
2.    Proactively contribute to a partnerships portfolio, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Support partner visibility and ensure partner conditions are met.
3.    Use data to present managers with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and context- specific analysis with the aim to enhance the impact of WFP’s work and diversify the resource base.
4.    Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
5.    Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFP’s programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior staff to inform best course of action
and nurture partnership growth.

6.    Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
7.    Gather and present internal and external data/information, using key information systems (e.g. Salesforce, WINGS, WFPGo), to support WFP’s effective positioning vis-àvis national governments, regional and international institutions with the aim to  influence the policy agenda.
8.    Contribute to partnerships strategies, including the review and development of  resource mobilization strategies; Draw up quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
9.    Contribute to preparedness actions, providing technical recommendations andguidance, and monitor defined risks.
10.    Other as required.

REQUIRED SKILLS, KNOWLEDGE AND QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE AND QUALIFICATIONS:
•    Experience drafting proposals and reports, outlining and structuring documents, revising and editing, with strong English writing skills.
•    Experience exploring new partnership opportunities, provided inputs into developing solutions with prospective partners and explored new areas to scaleup existing activities.
•    Strong written and oral communication skills, including substantive analysis and report writing skills.
•    Experience supporting the creation of external communication and briefing materials.
•    Familiarity with resource mobilization processes and resource strategies, and contract negotiations.
•    Good understanding of knowledge of information management best practices, techniques and processes.
•    Basic understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
•    Demonstrate strong skills in developing healthy working relationships, and diplomatic approach – cross-functional unit.
•    Strong communication skills to communicates verbally and non-verbally clearly and effectively, correctly interprets messages from others and responds appropriately, clearly articulates requests’, tailors language, tone, style and format to match the audience.
•    Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment.

MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:  Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience.

Experience: Five (5) years of relevant postgraduate professional-level work experience in partnerships, fundraising, advocacy and communications, marketing, strategy development or other related fields.
Experience building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, producing visibility plans and/or crafting joint strategies.

Languages: Fluency in both oral and written communication in English. Fluency in another UN language is a plus.
