Assistant Field Officer
Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
– Promote and monitor the implementation of assistance projects.
– Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
– In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
– Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
– Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
– Submit recommendation for protection interventions to the designated officer.
– Negotiate with local authority counterparts, partners and populations of concern.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile
Operational Context:
The Zahle Field Office covers 2 governorates; Bekaa and Baalbek which cover about 40% of the country and include very diverse political and religious groups. In addition, the area includes remote and mountainous communities as well as rural and agricultural areas, sometimes requiring traveling long distances, while it stretches along the eastern border with Syria and includes multiple official and unofficial crossing points. The region hosts an estimated 400,000 refugees who are concentrated in Central Bekaa, Baalbek and Hermel while approximately 45% live in Informal Tented Settlements (ITS). Like other areas of Lebanon, the Bekaa has been affected by the economic collapse, strain on basic services, and ongoing political deadlock, which has resulted in increasing tensions, calls for return of refugees, and in some cases restrictive measures and increased scrutiny of humanitarian organizations. The UNHCR Zahle Sub-Office was established in 2011 and was downgraded to a Field Office based in Zahle with a reduced presence.
The position aims to ensure UNHCR can maintain emergency preparedness and response capacity, implement key cash, CRI, shelter and field-based programmes, as well as coordinate with other humanitarian actors. The In addition to conducting regular field visits to informal settlements, collective shelters and other locations where forcibly displaced and stateless persons may be present this position will need to lead during emergencies and provide field reports. Through regular field work and presence, the Assistant Field Officer will be closely interacting with a wide range of stakeholders: authorities, partners, community leaders and forcibly displaced and stateless persons. The position is expected to monitor key humanitarian projects including cash, CRI, shelter and site management in the field, work with partners to implement the projects in an efficient and timely manner, while providing technical feedback and reporting on progress. The incumbent will need to provide support to high level donor or UNHCR missions, conduct assessments and joint missions and lead sectors and coordination mechanisms. As the emergency preparedness and response focal point coordinator for the area, the Assistant Field Officer is responsible for geo-split updates, partner readiness, cross-sector coordination during escalations or natural emergencies, rapid assessments, and timely situation reporting. The Assistant Field Officer manages a team of two field staff and reports to the Head of Office.
Desired Candidate Profile:
The Assistant Field Officer position requires a candidate with a strong mix of skills related to leadership, project management, communication, teamwork, emergency response, cash programming, CRI management and shelter projects in addition to assessments, monitoring and reporting, and data/information.
In addition, the Assistant Field Officer must have good knowledge and understanding of protection principles, exercise community and rights-based approach in all activities, demonstrate deep understanding of linkages of protection mandate and operational delivery.
(Emergency Response & Analysis) Ability to lead on contingency planning and preparedness and emergency response through mobilization of staff and partners, quickly assess information from multiple sources, conduct field visits and rapid assessments, analyze and clearly report on key situational updates while referring to relevant staff/actors/sectors is required.
(Monitoring and Reporting) Ability to monitor key UNHCR programs in the field, provide technical support to partners, and report regularly on progress. This will also include drafting reports and being able to manage data.
(Project Management/ Planning & Organization) Oversee delivery of assistance including cash, CRIs and shelter; ensure forcibly displaced, stateless and vulnerable groups are integrated into response mechanisms and provide feedback into programme design. This includes collecting and addressing community feedback, supporting the development of complaint and feedback mechanisms, and ensuring transparency and accountability in program implementation
(Stakeholders and Client Orientation): Experience with working with forcibly displaced and stateless persons, humanitarian actors, local authorities, in addition to professional demeanor. Familiarity with training and consultations with forcibly displaced and stateless persons and partners is a plus.
(Communication and Teamwork) Professional experience working in emergency situations, an awareness of cultural and social context, liaising with NGO and UN partners and strong knowledge of the UN coordination system and humanitarian principles. The Assistant Field Officer must be able to facilitate training or orientation sessions for community members, volunteers, and local partners, and to mobilize community-based structures for effective implementation and outreach.
Knowledge of UNHCR programmatic principles and basic Information Management would be considered a plus.
Any other duties as assigned by the Head of Field Office
Understanding of UNHCR protection programs and emergency response, ability to mobilize partners and staff, identify cases for follow-up, would be considered an asset for this position. The field position requires regular field presence and engagement with partners. Flexibility is also required in order to respond to possible new developments, including new arrivals, displacement, return, natural disasters, etc.
