This position is based in Freetown and reports to the Deputy Country Director.

THE ROLE

To support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

Accountability and responsibility

  • Support the implementation of HR strategies and initiatives aligned with the overall business strategy.
  • Manage the recruitment and selection process, including drafting job descriptions, posting vacancies, screening candidates, and organizing interviews.
  • Coordinate onboarding and induction processes for new staff.
  • Maintain accurate and up-to-date employee records, ensuring confidentiality and compliance with data protection regulations.
  • Provide support in the administration of compensation, benefits, and leave management.
  • Assist in the development and implementation of staff training and development programs.
  • Support performance management processes, including probation, appraisal, and feedback cycles.
  • Advise staff and management on HR policies, procedures, and best practices.
  • Foster a positive working environment and support employee engagement initiatives.
  • Other duties as required.

Deliverables at the end of the TDY

  • Recruitment and onboarding processes completed for all planned hires.
  • Accurate and compliant HR records maintained.
  • HR reports and analytics submitted as required.
  • Compliance with WFP HR policies ensured.
  • Positive feedback from staff and management on HR support.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: Typically, one or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has responded to standard, ad-hoc HR enquiries
  • Has provided coaching or training to new staff members within area of expertise
  • Has gained experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.

Language: Fluency (level C) in English language and the duty station’s language, if different.

MORE ABOUT YOU:
You have:

  • Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
  • Ability to support more junior and/or less experienced members of the team.
  • Basic analytical ability to compile, maintain and analyse data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
