About the Region

The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. About the Country/Multi-Country Office

The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS” core expertise in human resources, procurement, infrastructure, fund management, and programme management.

About the Project Office

UNOPS established its presence in Indonesia in 2005 following the Indian Ocean tsunami and has since invested over $200 million in projects across the country. Its work spans infrastructure development, fund management, procurement, and capacity building, addressing priority areas such as climate resilience, environmental protection, energy transition, health, education, and post-disaster recovery. UNOPS plays a key role in supporting post-COVID-19 economic recovery, including through the Just Energy Transition Partnership (JETP), and provides advisory and technical assistance to other UN agencies. Projects in Indonesia contribute directly to the Sustainable Development Goals (SDGs), particularly in areas such as climate action, life on land and below water, responsible consumption, clean energy, infrastructure and innovation, health and well-being, and partnerships for sustainable development.

Job Specific Context

The project Manager is expected to manage multiple projects implemented in Indonesia and Timor-Leste.

Environment sector:

The Climate Village Project / Program Kampung Iklim (PROKLIM) has been led by the (former) Ministry of Environment and Forestry of the Republic of Indonesia (MOEF) since its inception in 2012. The programme promotes active participation from multiple stakeholders to enhance community resilience to climate change and reduce greenhouse gas emissions. The project aims to implement its activities in 100 villages across 10 districts in South Sumatra.

UNOPS Indonesia is supporting the Government of Indonesia in expanding PROKLIM’s coverage and strengthening sustainable livelihood activities.

UNEP-led project “Enhancing Early Warning Systems to build greater resilience to hydro-meteorological hazards in Timor-Leste” aims to deliver a transformative impact to the entire population of Timor-Leste, with 1.03 million (80% of the population) expected to directly benefit from enhanced livelihoods and increased resilience to climate change and climate-related hazards.

UNOPS Indonesia is assisting UNEP in implementing this project by providing administrative, procurement, and minor infrastructure services.

Digital and innovation sector:

The United Nations Global Pulse (UNGP) is the UN Secretary-General’s cross-pillar lead and hub for experimentation and digital innovation. UNGP works at the intersection of digital innovation and human sciences to inform, inspire, and strengthen the ability of the UN family and those it serves to anticipate, respond, and adapt to present and future challenges. Operating as a globally distributed network of Pulse Labs, UNGP has a physical presence in Finland (Helsinki), Indonesia (Jakarta), Uganda (Kampala), and the United States (New York).

UNOPS Indonesia is providing support services (HR, finance, procurement, admin, fund management) to the UNGP Asia Pacific hub located in Jakarta.

Data Insights for Social & Humanitarian Action (DISHA) is an initiative led by the Executive Office of the Secretary-General (EOSG). In collaboration with Global Pulse Labs, it brings together UN agencies and partners from the private, public, and social sectors to develop data and AI products as digital public goods. DISHA aims to catalyze a cohesive and responsibly open ecosystem of data and AI products and services, reducing inefficiencies in the development of digital solutions for sustainable development and humanitarian action. DISHA’s initial focus is on natural disaster response and recovery, with the broader goal of accelerating progress toward the Sustainable Development Goals.

UNOPS Indonesia is providing support services (HR, finance, procurement, admin, fund management) to the DISHA project.

The incumbent will lead cross-functional project teams, coordinate with national counterparts, donors, and implementing partners, and ensure a coherent and adaptive delivery approach. They will be accountable for developing and updating Implementation Plans, approving deliverables, assigning tasks to technical team members, and monitoring progress in alignment with UNOPS project management standards and partner expectations.

Depending on project configuration, responsibilities may include:

  • Supporting strategic and operational alignment with resilience, digitalization, and sustainability agendas;

  • Overseeing procurement of goods, works, or services, including ICT and telecommunications equipment;

  • Managing partnership agreements, grants, and contracts of multiple suppliers;

  • Supervising technical experts;

  • Coordinating training, capacity-building activities, and operational rollouts;

  • Managing technical studies, design reviews, or minor infrastructure works.

Given the challenging and complex operating environment, the Project Manager is expected to apply professional judgment, contextual awareness, and adaptive management skills to ensure project relevance, efficiency, and long-term value to stakeholders.

Role Purpose

The Project Manager (Implementation) is responsible for planning, organizing, leading the project from Initiation to Closure. The Project Manager ensures effective delivery and oversight of projects, while implementing the services in scope and contributing towards achievement of partners’ goals and objectives. Acting on behalf of the Project Board, the Project Manager ensures that project outputs are delivered within agreed tolerances of time, cost, scope, quality, risk, and benefits. The incumbent possesses and applies a deep understanding of Project planning, implementation, monitoring and control, while managing stakeholder expectations. and ensuring delivery is as per the terms of the Legal Agreement. The Project Manager serves as the focal point for coordination with donors, partners and beneficiaries, ensuring alignment with contractual commitments and UNOPS performance standards.

Functions / Key Results Expected

Project Delivery and Performance

  • Develop, complete and update the project implementation plan.
  • Implement the approved plan (including establishment of milestones) within tolerances set by the Project Board.
  • Embed sustainability dimensions, including social and gender considerations, and environmental and economic aspects, into the project life span
  • Manage the production of required outputs, taking responsibility for overall progress and use of resources while initiating corrective action where necessary.
  • Ensure that quality of work packages and deliverables comply with the quality requirements defined in the implementation plan.
  • Liaise with external suppliers or account managers to ensure quality and timely delivery of outputs.
  • Manage acceptance and delivery of work packages.
  • Monitor project progress, control project variances (if any), and manage changes.
  • Identify, anticipate and advise senior management and the project board on mitigating measures against project risks to ensure that benefits to partners and other stakeholders are maximized.
  • Advocate and promote UNOPS service offerings, identify and report potential growth opportunities for UNOPS.

Procedures

  • Comply with the organization’s policies and standards, and ensure project information is kept updated in project management systems.
  • Be aware of applicable local laws and regulations, and ensure adherence. This includes international regulations and standards, where applicable, as well as technical standards.
  • Prepare and adapt all relevant plans for approval by the project board, and manage baselines
  • Manage the reporting obligations defined in the implementation plan and legal agreements.
  • Maintain project documentation in an orderly manner for accessibility and audit support when needed.
  • Understand and apply the UNOPS financial rules and regulations. Be accountable for the use of delegation of authority (where applicable) and ensure compliance with relevant policies and standards of ethics.
  • Provide a formal handover of the project to the closure manager when applicable.
  • Support project audit activities, including planning, preparation and coordination during audits and follow-up on audit observations/ recommendations.

 

Monitoring and Reporting

  • Include a results framework and M&E plan in the project implementation plan with clearly defined indicators and agreed targets, ensure regular monitoring and tracking of project results.
  • Prepare and issue regular project and financial reports in accordance with partner and UNOPS requirements for reporting.
  • Regularly review project status and evaluate performance criteria (scope, cost, schedule, and quality)
  • Maintain diaries and progress reports as required by UNOPS standard operating procedures.
  • Provide routine oversight and analysis of delivery data within the dashboard system.
  • Ensure all project team members track and regularly update milestones and targets for the duration of the project life span.

 

Stakeholder Engagement

  • Develop stakeholder engagement strategies and plans. Actively engage stakeholders, take feedback, and adjust as necessary.
  • Establish solid working relationships with the project board (executive, senior users and senior suppliers); clients; and key stakeholders.
  • Enable formulation of project communication plans and monitor effectiveness of project communications.
  • Coordinate stakeholder engagement and communication, ensuring effective timing and interdependency management of communications. Ensure stakeholders are aware of project activities, progress, and exceptions, and are in a position to accept handover outputs.

 

Quality Assurance

  • Work with internal stakeholders to ensure projects comply with audit requirements.
  • Work with procurement/ purchasing personnel to ensure effective interface with suppliers’ quality systems.
  • Coordinate quality reviews of project documents and deliverables.
  • Provide quality control for management outputs (e.g. project documents, reports, etc).

 

Knowledge Management and Innovation

  • Create a learning environment for the project team, encourage knowledge sharing and training to contribute to longer-term capacity building.
  • Actively interact with other project managers and the wider project management (PM) community, share case studies, lessons learned and best practices.
  • Stay abreast with latest updates and good practices of the profession, participate in training and learning activities for self to advance proficiency and competency.
  • Ensure lessons learned are shared in a timely and appropriate manner.
  • Provide feedback to corporate practice groups on policy and systems, when needed.
  • Provide feedback to functional groups on policies and related guidance to support the continuous improvement of UNOPS policy framework.

  • Organise and structure the project team, ensure clearly defined roles and responsibilities. Provide regular guidance and direction, as needed, and support the team in effectively performing their tasks.
