JOB DESCRIPTION

1. SUMMARY

The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives. The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.

The Section oversees and manages the full lifecycle of the Common Funded Resource Information systems required to fulfill the NOR mission. This includes the implementation and maintenance of the NOR systems as well as the integration of the digital services and models offered in the context of the digital transformation of the Organisation. The Section provides functional and technical support to their user community, leads the design and development of the Common Funded Resource Information System(s) through the project management, functional, data analysis and change management processes, delivers learning opportunities and ensures quality, security and accessibility of data to the Common Funded stakeholders.

The incumbent will be responsible for the technical and operational maintenance of the NOR Common Funded Resource Information Systems with primary focus on data management and governance including reporting solutions and business intelligence. The incumbent will implement and monitor data governance, ensuring data quality, integrity, security in compliance with NATO data policies and frameworks. The Data and Technical Support Analyst will establish a data cleansing process to preserve accurate datasets, maintain data classification and define ownership and access controls. The incumbent will design, develop and maintain dashboards, reports and data visualisations and collaborate with key users to understand and gather reporting requirements. The Data and Technical Support Analyst will provide technical support for the systems under area of responsibility, troubleshooting errors, resolving incidents and service requests in line with SLAs. The incumbent will liaise with vendors and operational partners for issues resolution, deployment of patches, enhancements and upgrades The Data and Technical Support Analyst will contribute to the design and maintenance of a secure and scalable ICT architecture aligned with the Enterprise standards.

2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
The incumbent must:
– possess a university degree from an institution of recognized standing in Information Systems, Computer Science, Data Science, or other field(s) of study relevant for this position;
– have at least 3 years of post-related experience;
– have experience in implementation and support of business applications (such as Enterprise Resource Planning (ERP) or Project Portfolio Management (P3M)) and integration platforms;
– have proven experience of data analytics, reporting, data visualisation tools (e.g., Power BI, Tableau) and ETL processes;
– have a solid understanding of ICT architecture principles and query languages (such as SQL);
– have experience with customer facing functions and more specifically with application user support;
– be able to collaborate with cross-functional teams;
– have the ability to present complex information technology issues to non-technical audiences;
– have strong communication skills;
– possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE:
The following will be considered as an advantage:
– possess professional certifications in Project and/or Service Management (e.g. Prince2 and ITIL);
– possess an IT Enterprise Architecture Framework professional certification;
– knowledge of data security and governance standards (e.g., ISO, COBIT);
– knowledge and practical experience in testing, release management, configuration management and other IT operational disciplines;
– familiarity with cloud platforms (Azure, AWS, Google Cloud)
– experience working in an international or multicultural organisation of comparable size.

3. MAIN ACCOUNTABILITIES

Expertise Development
Pro-actively adopt and monitor data tools and methodologies relevant to data analytics, data science and IT infrastructure. Share best practices with the user community and team members including provision of training as required in own area of expertise. Troubleshoot and resolve issues and problems using centralized ticketing systems for incident management. Report on CIRIS system performance and security issues on a regular basis. Apply technical expertise to deliver system changes.

Information Management
Initiate, guide and advise the user community on data integrity, availability, security and compliance with NATO policies. Monitor and improve data quality, completeness and timeliness across reporting channels. Maintain metadata and historical data for traceability and audit purposes. Oversee NOR systems technical support services. Follow-up and provide regular status updates of user requests using centralised tools.

Knowledge Management
Document methodologies, decisions and conventions behind analytical models and systems. Develop and maintain central repositories and documentation for reusable code, best practices, training material and technical solutions. Enable knowledge transfer across own team and user community. Ensure configuration management of the IT systems. Promote and participate in technical working groups and communities of practice.

Project Management
Plan, track and report on progress of technical tasks using project management tools Work closely with project managers to align technical activities with project timelines, scope and mitigation plans. Identify and escalate technical risks and constraints to ensure pro-active resolution. Ensure that technical documentation and compliance requirements are met at all project stages. In collaboration with the business analyst and service manager, support integration and user acceptance testing, and ensure acceptance criteria are tested. Monitor applications installation and post implementation reviews under areas of responsibility.

Stakeholder Management
Identify and engage with internal and external stakeholders to gather requirements and validate deliverables related to analytical and technical workstreams. Liaise with vendors and operational partners for the resolution of technical issues ensuring appropriate configuration management during upgrades or projects. Maintain a close relationship with internal operational partners for the support of ICT infrastructure. Translate complex technical findings into accessible language tailored to non-technical audiences.

Perform any other related duty as assigned.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
