Technical support to IOM Portugal and Brazil for the preparation and development of reports under the AVRR ARVoRe IX Project, cofunded by Asylum, Migration and Integration Fund (AMIF 2030) of European Union (UE) and by the Portuguese Agency for Integration, Migration and Asylum.

Deliverable 2: Submission of one report summarizing the Workshop with Local Actors held in Brasília in October 2025. Due date: draft version one (01) week after the end of the Workshop and final version three (03) weeks after the end of the Workshop – BRL 5,000
Deliverable 3: Delivery of a spreadsheet and a report containing a complete and comprehensive mapping—with precise, clear, and detailed information—of the civil society network relevant to the Programme across three Brazilian states indicated by the AVRR Coordinator. Due date: draft version four (04) weeks after the signature of the contract and final version nine (09) weeks after the signature of the contract – BRL 10,000
Deliverable 4: Submission of one analytic report based on the Workshop, mapping, interviews and meetings with stakeholders, presenting recommendations and best practices for providing reintegration services to Brazilian returnees arriving from Portugal. Moreover, the report should include recommendations on how IOM can strengthen partnerships with the private sector with a view to supporting sustainable reintegration. It should also address the role of the diaspora and migrant associations in Portugal and Brazil, providing recommendations on the role they can play in ensuring continuity of return. Due date: draft version fourteen (14) weeks after the signature of the contract and final version nine (20) weeks after the signature of the contract – BRL 10,000
Deliverable 5: Submission of one report and one indicator matrix analyzing IOM’s Sustainable Reintegration Matrix within the context of the Program and recommending additional indicators for the reintegration context in Brazil, according to previous findings in all Deliverables. Due date: draft version twenty (20) weeks from the signature of the contract and final version twenty-five (25) weeks after the signature of the contract – BRL 10,000

Deliverables will be approved by the IOM MECR Project Coordinator in Brasilia.
Education, Experience and/or skills required
• Academic BA in Law, International Relations, Social Sciences, Public Policy or a related field from an accredited academic institution;
• Proven experience in assisting migrants and returnees, especially in reintegration contexts, demonstrating the ability to manage complex return and reintegration processes in different regions of Brazil;
• Experience in intervention with vulnerable populations, such as victims of human trafficking, victims of violence, children, the elderly, health cases, etc., will be an asset;
• Knowledge of reintegration policies and practices, including social services, health and education;
• Competence in applying monitoring and evaluation tools;
• Ability to prepare and submit detailed reports and analyses on the reintegration support provided;
• Availability o closely collaborate with IOM Brazil and other partner organizations, adapting to emerging needs and participating in meetings and visits as necessary;
• Previous experience in writing publications;
• For this position, fluency in Portuguese is required;
• Working knowledge of English or Spanish;
• Excellent communication skills, written and oral.
