The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.
The first Global Commission for People-Centred Clean Energy Transitions was established by the IEA Executive Director in 2020. It brought together ministers and thought leaders from across the world to identify key principles for ensuring clean energy policies are inclusive and people-centred, making recommendations that shape the agenda for clean energy policy makers. This work has set the agenda for a widening engagement and work programme on issues relating to the themes of decent jobs and worker protection; social and economic development; equality, social inclusion and fairness; and people as active participants in clean energy transitions. Building off the work of the Global Commission, the IEA launched the Clean Energy Labour Council in 2022, bringing together key labour leaders from around the world to discuss relevant issues related to labour and clean energy transitions. In April 2024, the IEA hosted its first Global Summit on People-Centred Clean Energy Transitions, convening bringing together governments, trade unions, youth, Indigenous communities, business, civil society other major international stakeholders to discuss some of the most important socio-economic issues at the heart of clean energy transitions. To help carry this work forward, the IEA recently announced the formation of the second Global Commission for People-Centred Clean Energy Transitions.
The IEA seeks to recruit a policy analyst to help build the analytic and quantitative program around people-centred clean energy transitions.
The selected candidate will help develop the analytic program on quantifying key impacts of people-centred clean energy transitions. They will contribute to building up a new area of work for the Agency in developing analysis on issues relating to the social impacts of clean energy transitions, including issues around affordability, jobs and skills, health, publication participation and inclusion, among others. They will draw on resources and expertise inside and outside the agency to shape how data and analytics can be used to help governments and other stakeholders implement policies that provide a range of benefits for people within clean energy transitions.
Job Description
Main Responsibilities
Research and Analysis
Help to develop the analytic component of IEA’s research programme on the people-centred dimensions of energy policies, including on affordability, employment and skills, health and other social impacts.
Gather and analyse data on current relevant policies and programmes as well as information and analysis relating to their impacts
Develop knowledge resources, such as policy databases and case studies, to present information on policies and programmes, as well as drawing lessons as to best practice policy design and implementation
Contribute to relevant IEA outputs, including project reports, web content and presentations.
Liaison and outreach
Continue to create a community of practice with experts outside the Agency on analytic dimensions of people-centred clean energy transitions.
Support the preparation and delivery of key events such as meetings of the Global Commission on People Centred Clean Energy Transitions, IEA Clean Energy Labour Council, mulitlateral fora such as G20 and COP,and thematic webinars.
Support the promotion the work of the IEA externally to a wide range of audiences through organising and preparing materials for workshops and bi-lateral meetings.
Collaborate with relevant colleagues across the Agency in support of the broader IEA efforts and to strengthen IEA engagement with other collaborative platforms.
Qualifications
Ideal Candidate Profile
Academic Background
Preferably an advanced university degree in relevant disciplines such as statistics, economics, social sciences, development studies, international relations, public policy, energy and environmental policy or similar discipline.
Professional Background
Minimum of 5 years of experience working on analytical approaches to policy related to people-centred topics, e.g. regarding jobs and skills, just transitions, equality, social acceptance, and social impacts.
Excellent understanding of the energy sector and just transition and development issues.
Proven analytical experience and strong writing skills, as demonstrated by past work (publications, reports, quantitative analysis, operative models and/or published papers)

Languages
An excellent written and oral command of English.

Contract Duration
Two-year fixed term appointment, with the possibility of renewal.
What the OECD offers
Depending on level of experience, monthly salary starts at 7 955.19 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen end of January and panel interviews are planned for early February 2026.
