The Science, Technology and Innovation (STI) Directorate in line with the strategic objectives of the Secretary-General, helps OECD Member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Connectivity, Economics and Society Division (DCES) of the STI is responsible for developing evidence, analysis and policy recommendations on critical topics for digital policymaking, including online safety, digital security, digital well-being, connectivity and infrastructure, critical technologies (e.g. semiconductors) and measuring digital transformation.

The Productivity, Innovation and Entrepreneurship (PIE) Division of the STI is responsible for comparative analyses of the microeconomic drivers of economic growth, productivity, employment, business dynamism and innovation, as well as the ways in which these are affected by globalisation, the digital and green transformations, and structural change.

STI is looking for one, possibly two, motivated Economist/Policy Analyst to support the work on semiconductors, which includes two work streams. The first work stream covers semiconductor country studies with a view to better understanding the bottlenecks and policy levers for the emergence of local semiconductor ecosystems. The second workstream is dedicated to a semiconductor network (SIEN) under the auspices of the Digital Policy Committee (DPC) and Industry, Innovation, and Entrepreneurship (CIIE) that aims to increase transparency in the semiconductor supply chain and exchange information on related policies.

The selected person(s) will work as part of the joint DCES-PIE semiconductors team, under the supervision of a Senior Policy Analyst and under the joint direction of the Head of the DCES Division and the Head of the PIE Division in STI.

Job Description

Main Responsibilities

Analysis and drafting

Lead policy and economic analysis in the area of semiconductors, including to support cross-disciplinary and comparative analysis and the development of policy recommendations, and draft reports, policy briefs and other deliverables accordingly.

Lead the analyses and drafting of country semiconductor ecosystem studies, as well as reports and background documents for the SIEN and OECD Committees, with the contribution of team members.

Manage the delivery process and project milestones for the abovementioned outputs and supervise and develop junior team members as needed.

Develop and analyse data sources and databases of quantitative and qualitative information and indicators related to semiconductors, with the contribution of team members.

Support diplomatic engagement on the topic of policy incentives for semiconductor value chain resilience and diversification.

Prepare events, speeches, and briefing notes as required.

Contribute to other DCES and PIE workstreams as required.

Liaison and communication

Contribute to the join DCES-PIE semiconductors team and work with colleagues across STI and the OECD in areas including (but not limited to) digital, innovation, and industrial policy, as well as economic policy, trade, skills or global relations.

Contribute to the strategic planning and lead the organisation of meetings of national government delegates and experts from the private sector, civil society, labour unions, the internet technical community and academia, in connection with the Organisation’s work programme in the above areas.

Liaise with relevant processes at the UN, G20, G7, and other international high-level forums.

Establish and maintain professional contacts within the OECD, with Delegations, as well as outside individuals and Organisations when appropriate, including experts and consultants.

Contribute to the external visibility of the DCES and PIE Divisions and their products, including by organising, participating and presenting work at workshops, conferences, etc.

Qualifications

Ideal Candidate Profile

Academic Background:

An advanced university degree in engineering, economics, public policy, law, computer science, social sciences or a related subject.

Professional Background:

Minimum five years’ experience in policy analysis, ideally in the field of semiconductor policy.

Excellent drafting skills and a capacity to produce high-quality analytical and policy work.

Experience in analytical writing and comparative analysis.

Relevant experience in project management and contributing to multidisciplinary projects.

Tools:

Proficiency with standard Microsoft software.

A good knowledge of the main semiconductor databases available in international and national agencies and in the private sector.

Experience in the use of IT tools for data management and analysis as well as a strong desire to learn and understand the technical environment in which the OECD operates.

Languages:

Fluency in one of the two OECD official languages (English and French) and a knowledge of the other, with a commitment to reach a good working level.

Knowledge of another language would be an asset.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Contract Duration

13-month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.

What the OECD offers

Monthly salary starts at 7 955 EUR, plus allowances based on eligibility, exempt of French income tax.
