The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent is involved in supply chain planning, developing and managing the sourcing of various services and commodities (e.g. information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, stationery and office supplies, furniture and fixtures, accommodation and office equipment etc.), taking into account different sourcing options, including global and regional systems contracts, local market conditions, logistics forecasting, inventory holdings in situ or elsewhere under DOS management or other missions, supply schedules, and ongoing assessment and prioritisation of operational supply chain requirements. The temporary position is based in Port au Prince, Haiti, and located in the Acquisition Management Section. The incumbent will report to the Chief, Acquisition Planning (P5) or his/her designated official.
Within delegated authority, the Acquisition Planning Officer, P-3 will be responsible for the following duties: • Coordinates with technical units to prepare the 24-month mission demand forecast in the Umoja Supply Chain Planning Tool or equivalent, ensuring compliance with mission priorities and strategic objectives and facilitating alignment with budget formulation. • Collaborates with technical units to review and validate the system-generated demand forecast and source plan on a quarterly basis, ensuring accuracy, completeness and alignment with mission operational requirements. • Coordinates with technical units and procurement to develop and update the mission acquisition plan based on the validated source plan, taking into account mission priorities, funding availability, consumption patterns and procurement lead times. • Initiates actions to implement the mission acquisition plan and monitors progress. • Liaises with Office of Supply Chain Management in UNHQ regarding the submission of the mission”s supply chain plans as input for the consolidated global acquisition plan. • Monitors mission requisitions within assigned categories to ensure purchase requests are aligned with the acquisition plan. • Liaises with UNGSC and/or counterparts in other missions on available stocks from the strategic reserve or surplus before deciding to acquire new items for replacement or additional requirements. • Initiates actions leading to the implementation of the Mission Supply Chain Plans, taking into account different sourcing options, including global and regional systems contracts, local market and other conditions, logistics forecasting, inventory holdings, consumption patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements. • Contributes to plan, develop and manage the acquisition process for various services and commodities (e.g., security services, communication equipment, vehicle spare parts, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, office supplies, and accommodation and office equipment etc.), including planning and coordination of transportation requirements and consolidation of inbound deliveries, service contracts requirements and maintenance plans, taking into account different procurement methods, lead times and sourcing options available to the Mission. • Contributes to the execution of internal controls over supply chain planning and acquisition activities and support functions. • Advises recipient entities and technical units on the progress of acquisition activities and the status of acquisition plan implementation, providing guidance throughout the procurement cycle including addressing supply chain issues as they arise. • Meets regularly with internal stakeholders to review the mission supply chain plans in light of changing priorities and emergencies, ensuring a coordinated and efficient approach to managing assigned material and service groups. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including review of cost estimates from technical units, monitoring performance indicators and reporting on work programme performance. • Prepares a variety of Standard Operating Procedures (SOPs), guidelines and instructions governing supply chain planning and requisitioning; contributes to SOPs and guidelines for procurement processes, including delivery and payment (Procure to Pay). • Maintains a computer-based system to track mission-procured contracts during their lifecycle, ensuring timely extension, and providing detailed expenditure reports. • Prepares integrated, timely and accurate reports to monitor and track all aspects of the mission supply chain, ensuring an uninterrupted delivery of goods and services to meet operational requirements. • Provides guidance to and may supervise new or junior staff. • Performs other related duties as required.

Advanced university degree (Master”s degree or equivalent degree) in supply chain management, business administration, public administration, logistics, procurement or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Certification in Project/Programme Management methodology by an accredited body e.g. PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable. Certification in Supply Chain (SCOR-P, CSCP or equivalent) or Lean Six Sigma is desirable.
A minimum of five (5) years of progressively responsible experience in supply chain management, logistics, supply chain planning, procurement, or related area is required. Experience working with and developing data analytics and visualization tools for supply chain is required. Experience in providing support service in the areas of supply chain management in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is required. Experience in data integration is required. Experience in supply chain or logistics planning in an international environment is desirable. Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable.
