Nature of the consultancy: Project Support (Local Governance) – Category [B] Consultancy
Under the overall supervision of the Transition and Recovery Coordinator (TRC) Unit and the direct supervision of the head of sub-office in Atbara and in close cooperation with project staff, consultant will be recruited for state . the successful candidate will be responsible for facilitating the implementation of Strengthen the capacities of local technical staff and political leaders to effectively and inclusively plan, design, and manage public spaces under Peace and Recovery projects. This includes peacebuilding, resilience, and durable solutions, as well as applying a community-based planning approach across the portfolio, including for the capacity building at the state level.
Tasks to be performed under this contract
Tangible and measurable outputs of the work assignment
Category B Consultant hired to deliver a report, with a single payment to be issued upon completion of all reports and delivery of five workshops within four months. The deliverables are as follows:
Document capacity-building results
Document the strategies developed
Summaries of policy dialogues and working group meetings
Conduct Four workshops for Establishing of the working groups is to foster inclusive policy dialogue and collaboration among stakeholders.
Conduct one workshop for National and local policy dialogue on urban forced displacement, durbal soulation and migration network and GCM.
Performance indicators for the evaluation of results
Completion of a comprehensive capacity‑building report submitted on 45 days.
Evidence of improved knowledge or skills among participants (measurable learning gains)
Submission of well‑structured strategy documents aligned with project objectives
Integration of displacement‑sensitive and inclusive approaches in the strategies
Validation or endorsement of the strategies by relevant local authorities or stakeholders
Submission of concise and accurate meeting summaries within agreed timelines for the policy dialogues and working group meetings
Quality and clarity of analysis in capturing policy gaps and opportunities
Successful facilitation of four workshops with attendance meeting agreed targets
Active participation of stakeholders, including women, youth, and DAC representatives
Achievement of workshop objectives, such as defining terms of reference and membership
Positive participant feedback from post‑workshop evaluations
Completion of the workshop on national and local policy dialogue on urban forced displacement, durable solutions, migration networks, and GCM with participation from national and local authorities, UN agencies, and civil‑society actors
Positive evaluation from participants regarding usefulness and facilitation quality
Education
Advanced university degree (Master’s or higher) in Urban Planning, Urban Development, Public Administration, Migration Studies, Governance, Social Sciences, or a related field.
A specialization or formal training in displacement‑sensitive urban planning, public space design, or urban governance is an asset.
Experience
Minimum 5–7 years of professional experience in urban planning, local governance, urban policy development, or displacement‑related programming.
Proven experience in designing and delivering capacity-building programmes for local authorities, including technical staff and political leaders.
Demonstrated experience conducting stakeholder mapping, policy reviews, and needs assessments in complex urban environments.

Inclusive public space planning and participatory urban design
Urban safety, accessibility, and gender-sensitive design
Urban governance systems and public service delivery
Legal and policy frameworks related to forced displacement and rights based programming
Excellent facilitation and presentation skills, including ability to lead technical workshops.
Strong analytical and drafting skills for producing high-quality reports, strategies, and policy briefs.
Ability to conduct baseline and post training assessments and translate results into clear recommendations.
Ability to work with diverse stakeholders (government, CSOs, RLOs, DAC representatives) in sensitive and politically complex environments.
Strong communication skills, including verbal and written.
Languages
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
Frequent travel to Atbara in River Nile State and Port Sudan will be required to conduct the workshops.
