TITLE: Project Assistant
TEAM/PROGRAMME: Programme Implementation/Education    LOCATION: Tangyan, Kayah/Shan

GRADE: NAT – 5    CONTRACT LENGTH: Fixed Term

CHILD SAFEGUARDING
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE:
Save the Children is seeking a Project Assistant based in Tangyan to oversee the implementation of the GPE-ESPIG funded program in Tangyan Township, Shan state.The GPE-ESPIG funded Education programme focuses on delivering inclusive and quality education to ensure crisis-affected girls and boys access safe quality education that promotes their continuous learning and wellbeing. The post holder will support with the overall project planning, implementation, monitoring and evaluation of high quality, innovative programs in respective townships in Shan State.
BACKGROUND INFORMATION
The Global Partnership for Education- Education Sector Program Implementation Grant (GPE- ESPIG) program “Continuing quality education for crisis-affected children in Myanmar” anticipated to start on June 2023 for a period of 3 years. The overall goal of the GPE-ESPIG program is to ensure that the most marginalized crisis-affected children, including those out-of-school or at risk of dropping out, access quality learning opportunities to acquire the relevant skills and resilience to continue their learning and reinforce their wellbeing.
The GPE-ESPIG incorporates three major components.
1. Access: Improve safe and inclusive access to education for crisis affected girls and boys.
2. Quality: Enhance the quality of education through provision of educator professional development program for crisis-affected girls and boys.
3. System Strengthening: Enhance the capacity of the Education Cluster, especially local partners, to prepare for and respond to shocks and crises (to be procured separately to this Grants Selection).
SCI, UNICEF and UNESCO will act as the Grant Agents (GAs) and in partnership with other national and international partners will work together to address the most urgent of the needs highlighted above, contributing to the overall impact of the Education Sector in Myanmar through Multi Year Program,2023-2025 that children and youth in Myanmar, particularly the most vulnerable learners, can exercise their rights to quality learning and be trained in a safe, child with disability inclusive and gender responsive, and protective environment. This joint Grant Agent and partnership model will work towards the outcomes of access, quality, system strengthening and resource mobilization. These three pillars underpin the programme’s logic of interventions.
SCI will work closely with other guarantees for coordination and management of the sub-awards to implement Education Sector Programme Implementation Grant 2023-2026 (three years) The GPE-ESPIG incorporates these major components.
– The most vulnerable children and youth have equitable and continued access to safe and inclusive education (Access)
– The most Vulnerable children and youth receive quality teaching and learning that is context -responsive, equity-focused and adapted to evolving situation (Quality)
– Communities and local education partners have sufficient capacity for a resilient, quality education response (Systems Strengthening)
SCI will ensure the complementarity of partnerships within the joint GA and partnership model on the following areas –
● Sharing and adapting best practices within and across partners
● Actions and approaches among the partners for referrals and cross-learning
● Joint assessments, research and communications and advocacy strategy
● Support on quality programme perspectives (e.g., gender, inclusion, psychosocial support, etc.)
● Adapting tools and methods of partners for quality supervision and MEAL
● Donor communications and ensuring that the global secretariat has up to date news and case studies to
promote wider GPE-ESPIG objectives.
SCI, UNICEF, and UNESCO are partnering together to deliver a three-year integrated and inclusive education programme to meaningfully contribute to the learning and wellbeing of children through Joint Response Framework (JRF). The Grant Agents (GAs) is uniquely placed to target wider geographical areas in Myanmar and to work directly at the community level through its implementing partners.
SCOPE OF ROLE:
The Project Assistant will be the key frontline staff outreaching project functions to communities. Hence, the scope of operation ranges from interfacing with communities and engaging in key project activities to conducting and coordinating quality and implementation functions with program field staff involving
constant dialogue and communication .

Reports to: Project Coordinator

Financial Approval: No financial approval

External Representation: Regular contact of basic factual information

Travel: Frequent (over 10 days per month)

KEY AREAS OF ACCOUNTABILITY :
Program Delivery
•    Prepare the monthly work plan and budget forecast for the township level implementation in consultation with PC/PO.
•    Assist the PC/PO in ensuring that project inputs are provided in a timely manner; procure/arrange for project supplies and materials as needed.
•     Assist the PC/PO in coordinating with local authorities and stakeholders in their area of jurisdiction.
•    (e.g., township or villages, as the case may be)
•     Organize, administer and facilitate capacity building activities in geographic areas of assignment.
•     Assist the PC/PO in preparing township work plan and budget estimation.
•     Organise and facilitate all trainings to volunteer teachers and communities in the respective townships.
•     Collect program data as required.
•    Assist in developing training manuals and IEC materials.
•    Conduct Education sector specific skills building sessions among Volunteer teachers, Village
•    Education Committee, community members and other stakeholders in area of assignment.
•    Work closely with the PC/PO and field staff to achieve the core program objectives both in qualitative and quantitative aspects.

Program Management
•    Monitor and document the progress of project activities in geographic area/s of assignment.
•    Prepare and submit reports on each activities.
•    Ensure to keep records of activities and report periodically on program progress with recommendations/actions.
•    Ensure that project resources for specific location are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units.
•    Carry out other tasks assigned by the supervisors as required.
•    Build an effective relationship and communicate effectively with implementing partners so that the project implementation goes on smoothly.

Documentation and Reporting
•    Maintain minutes of important meetings, monthly reports and field visit report.
•    Organise photo documentation of project activities.
•    Adhere to education team formats for reporting education activities.
•    Collect, analyse and share data and case studies to be maintained at education central database.
•    Ensure regular reporting tasks

Communication
•    Ensure that project related information are relayed to volunteer teachers and village education
•    committee.
•    Prepare communication materials to communities within implementation area.
•    Work with team to ensure the information relating to Save the Children and our activities are shared widely within communities in which we are working and provide for their participation and feedback in line with relevant guidelines and frameworks.

Others
•    Prepare periodic work plans with supervisor in a timely manner.
•    Assist with periodic and other reporting as necessary.
•    Assist in documentation of process and impact of the program as needed.

Child Safeguarding Responsibilities
•    Ensure that all beneficiaries of your program are receiving ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and
Code of Conduct.
•    Provide a timely all-safeguarding mandatory induction to complete for all volunteers and committee.
•    Support the safe, timely, and effective reporting of safeguarding concerns in accordance with established policies and procedures.
•    Provide technical advice to ensure that SCI-hired volunteers are following in accordance with the VMS guidelines and that their data is uploaded to the VMS system.

EXPERIENCE AND SKILLS
Desirable
•    A university degree or secondary education, with experience in relevant projects.
•    Minimum 1 years’ experience in working in education or related  program implementation fields. Experience of working in EiE, ECCD/CBE/ Inclusive Education is an advantage.
•    Experience in organizing training/workshop and excellent in training, facilitation, and communication skills.
•    Good communications, report writing and documentation.
•    Good English skills, both written and verbal
•    Good Microsoft Excel and Microsoft Word skills
•    Experience and knowledge of effective financial and budgetary controls for funds intended for area/s of jurisdiction.
•    Strong interpersonal and community development skills,
•    Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure,
