Senior Durable Solutions Assistant
Organizational Setting and Work Relationships
The Senior Durable Solutions Assistant reports to a Durable Solutions Associate or Officer.
The incumbent is relied upon to contribute to the implementation of a durable solutions strategy. Contributing to fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strength the involvement of refugee communities and their hosts in the design and implementation of solutions strategies.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
– Provide counselling to refugees and other persons of concern (POC) about their durable solutions needs.
– Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary Repatriation SOPs.
– Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.
– Participate in identifying resettlement needs of refugees, in line with Resettlement SOPs.
– Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures.
– Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner.
– Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners.
– Interview and advise on the appropriate durable solution to be provided to POC.
– Prepare documents relating to durable solutions.
– Enter information into available database, in line with SOPs.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile
The position duration is 6 months without expectations of renewal – from 01 January 2026 to 30 June 2026.
Operational context:
Since 2018, UNHCR has been supporting the Federal Government’s Internal Relocation strategy, one of the pillars of the Operation Welcome, basically engaging in the following two modalities of this strategy: Institutional and Employment-based. More than 15,000 beneficiaries have either passed through reception centers supported by UNHCR in destination cities and/or received different aids including through information sessions, capacity building on financial education, job matching support and financial assistance under the employment-based (VES) modality to meet beneficiaries` basic needs upon arrival at their destination cities.
The supports provided by UNHCR target specific profiles that face greater vulnerabilities and will not going to be selected by the program without UNHCR support. These profiles compound families with children, persons with disabilities, LGBTQIA+ individuals, person with health issues that are supported to be relocated both through the institutional and VES modalities.
Between 2024 and 2025, 1,831 people received support from UNHCR. The supported profiles consisted mainly of families averaging 3.8 members, with most of the job fulfilled by women. These families relocated for work, primarily to the states in the South, Southeast and Center West regions.
Under the Institutional modality, the profile mainly included single mothers and health-related cases. These individuals were received and integrated into centers located in São Paulo, Rio de Janeiro, Porto Alegre, and Brasília. In 2026, UNHCR is strengthening its efforts to engage more reception centers managed by municipalities and by civil society organizations that can work in close collaboration with our priorities.
Moreover, in the destination cities UNHCR prioritized the implementation of activities that ensure an integration with more quality, meaning that more refugees could access to better and more qualified jobs, enhancing their income and wellbeing. UNHCR`s projects and programs complement existing public policies, fostering sustainable and autonomous integration. To achieve these outcomes, UNHCR has being supporting (both directly and through partnership with local governments) Portuguese courses tailored to diverse populations (such as Venezuelan, Haitian, and Afghan), vocational trainings linked to employment opportunities; capacity building for entrepreneurs including businesses grants; and the monitoring of the socioeconomic conditions of relocated refugees.
The monitoring of the socioeconomic conditions of people benefited from the internal relocation strategy aims to understand the current situation and needs of individuals after been relocated from Roraima; to assess the quality of their integration and promote projects and programs that complement public policies; and to generate evidence to advocate for inclusive and/or adapted public policies for the refugee population.
Desirable candidate Profile:

Eligibility:
