ORGANIZATIONAL UNIT

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.

Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide. It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.

BACKGROUND INFORMATION

As part of ITU’s transformation roadmap, the ITU is seeking an experienced Microsoft Power Platform consultant with strong expertise in Power Apps, Power Automate, and AI agent creation to design, develop, and optimize business applications, workflows, and intelligent solutions. Knowledge of Viva Engage for organization communication and collaboration is also valuable. The successful candidate will play a key role in driving digital transformation by automating processes, integrating AI-powered agents, and delivering user-friendly solutions that align with business needs.

TERMS OF REFERENCE

Under the guidance of the Cloud Services Project Manager, the consultant will:

  • Design and develop advanced business applications using Microsoft Power Apps (Canvas and Model-driven) to address both operational and strategic needs, ensuring user-friendly interfaces and optimized data capture.
  • Automate and optimize workflows, implement end-to-end process automation with Power Automate, including approvals, notifications, and Robotic Process Automation (RPA), to streamline business processes and reduce manual workload.
  • Develop and integrate AI-powered agents, build and deploy intelligent AI agents using Microsoft Copilot Studio, AI Builder, or Azure OpenAI integration to enhance business processes, customer interactions, and provide embedded AI insights for decision support.
  • Integrate with Microsoft 365 and third-party systems, ensure seamless integration of Power Platform solutions with Microsoft 365, Dynamics 365, SharePoint, Teams, and relevant third-party systems to maximize collaboration and data flow.
  • Collaborate with stakeholders, work closely with business stakeholders to gather requirements, translate them into technical solutions, and ensure alignment with organizational goals and digital transformation initiatives.
  • Implement best practices for security and governance, apply best practices in security, governance, scalability, and responsible AI use, ensuring compliance with organizational standards and data protection policies.
  • Knowledge transfer and training, deliver training sessions and create materials to mentor end-users and colleagues, empowering them to leverage Power Apps, Power Automate, and AI agents effectively.
  • Support collaboration and engagement initiatives, assist in setting up Viva Engage and other collaboration tools to strengthen knowledge sharing, employee engagement, and organizational communication.

CONCRETE DELIVERABLES

  • Implementation of Power Apps solutions for a prioritized list of business areas.
  • Enhancement and support of the design and architecture of existing Power Apps solutions.
  • Collaborate with business process owners to build apps and workflow automation solutions, including connectors to various business systems (such as SAP).
  • Establishment of a proper governance and administration model for Power Apps, Power Automate, and Copilot platforms.
  • Development and support for the launch of “Power Lab”, a center of excellence and community for business and technology teams to design solutions and ensure proper architecture.
  • Provision of technical training for a group of power users from both business and technology teams.

COMPETENCIES

  • Microsoft Power Platform: Advanced proficiency in Power Apps (Canvas and Model-driven), Power Automate (including RPA), Dataverse, and AI agent creation (AI Builder, Copilot Studio). Demonstrated experience delivering scalable, enterprise-grade solutions.
  • Integration & Development: Proven ability to integrate Power Platform solutions with Microsoft 365 (Teams, Outlook, SharePoint), Dynamics 365, and third-party systems using APIs, custom connectors, and Azure services (Logic Apps, Cognitive Services).
  • Data Governance & Security: Deep understanding of data governance, role-based security, and Azure AD integration. Experience implementing security-by-design and responsible AI practices.
  • Analytics & Reporting: Skilled in leveraging Power BI for data visualization and actionable insights, and in optimizing data flows across platforms.
  • Lifecycle Management: Expertise in application lifecycle management, including solution architecture, performance tuning, monitoring, and troubleshooting.
  • Stakeholder Engagement: Strong ability to collaborate with business stakeholders, gather requirements, and translate them into technical solutions aligned with organizational goals.
  • Knowledge Transfer: Experience in delivering training, mentoring, and creating documentation to empower end-users and colleagues.
  • Change Management: Ability to drive adoption of new technologies, support digital transformation initiatives, and foster a culture of innovation.

QUALIFICATIONS REQUIRED

Education:

University degree in business administration, computer science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the fields above.

Experience:

At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA). An advanced degree in a related field can be considered as a substitute for one year of working experience. A Doctorate in a related field can be considered as a substitute for two years of working experience.

Languages:

Knowledge of English at advanced level. Knowledge of another official language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.

REMUNERATION INFORMATION

Between USD 230 and USD 420 per working day to be defined according to the work experience of the consultant.
