JOB DESCRIPTION

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Finance and Administration Officer.

About the job

Oversee all aspects of administrative support, ensuring efficient operations and procedures as well as supports in all daily financial issues, responsible for processing transactions and recording them in the standardized DRC cashbook. This includes internal program audit and ensuring overall financial compliance, and monthly financial analysis. Your main duties and responsibilities will be:

Finance:

Bank and Cash transactions:

  • Ensure all payments (Bank & Cash) are made timely and in accordance with the existing DRC forms.
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly.
  • Verifying that any transaction is supported by proper supporting documentation as per DRC’s financial rules and regulation and proper authorization is obtained prior releasing a payment.
  • Prepare the bank payments and liaise with the bank.
  • Monitor bank balance and assist Finance Manager / Area Manager in maintaining sufficient balance in country.
  • Ensure to update cashbooks on a daily basis to reflect the actual status of existing cash count and bank balance in all currencies.
  • Manage petty cash and clear cash advances upon request.
  • Perform regular cash counts to ensure theorical balance and physical balances are matching.
  • Request for bank transfer from HQ twice a month or on a monthly basis which includes collecting the needed information from other departments, filling in the needed documents and uploading them on accounting software.
  • Ad-hoc Rebooking for the accounts as needed.
  • Preparation of the monthly tax declaration.
  • Maintain project and donor contacts, reports and correspondence and files in both hard and soft copies.
  • Review grant agreements and map donor budget lines for appropriate management decisions and reporting.
  • Support the Finance Manager and the Coordination Office in preparing the annual financial statements for DRC’s Libya legal entity and ensuring their submission to the relevant public authorities.

Dynamics record keeping

  • Establish, maintain and reconcile the general ledger.
  • Ensure all expenses enter the DRC Dynamics in time and of highest quality (Along with support documents). (D/W/M)
  • Monthly checking of the expenses on the DRC ERP.

Month end closure

  • Prepare Monthly cash counts.
  • Support in monthly closure of the accounts.
  • Bank account reconciliation on a monthly basis and sharing them within the given time frame with HQ.

Vendor/staff payments:

  • Ensure all payments are made timely and in accordance with the existing DRC forms.
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly.
  • Verifying that any transaction is supported by proper supporting documentation as per DRC’s financial rules and regulation and proper authorization is obtained prior releasing a payment.

Filing and Archiving:

  • Maintain proper filing of all financial documentation (vouchers, contracts, tender documents, etc.) Hard & Soft Copies.
  • Scanning for financial documents as needed and attaching them to Dynamics per each posting.
  • Routine record keeping.

Admin and HR:

  • Responsible for printing, coordinating signatures, scanning, and archiving admin related requests
  • Coordinates hotels and flights bookings for DRC staff and coordinates with supply chain for the procurement.
  • Coordinate practicalities related to events, meetings, and training with the support of Supply Chain Specialist.
  • Monitor the stock level of supplies and stationery and prepare replenishment requests to the supply chain department when needed
  • Prepare the monthly payroll and staff payslips and send them to Coordination for validation
  • Prepare all documentation related to social security and taxes payment
  • Ensures follow up on leave request and leave plans of employees with the support of the HR Coordinator
  • Ensures that team are aware of HR procedures with the support of HR Coordinator
  • Provides HR onboarding training and more broadly coordinates the onboarding process of new employees
  • Prepare visa requests and coordination related
  • Prepare employment contract preparation
  • Supervise and coordinate the schedule of the cleaners

Digitalization :

  • Update HR Digital Archiving (onboarding and offboarding checklist and forms, exit clearance forms, Employment contracts, Payrolls, contract request etc)
  • Manage digital spaces like Share point (Finance)

About you

To be successful in this role we expect you to have a minimum of three (3) years’ experience working in a similar position. Moreover, we also expect the following:

  • Strong written and mathematical skills.
  • Strong computer skills.
  • Experience of managing and handling cash
  • Experience of working with UN or Non-Governmental organizations.
  • Strong organizational skills
  • Ability to prioritize large and changeable workload Good communication skills and ability to work as part of a team
  • Able to work independently and energetically
  • Relevant university degree (Finance, Accounting) or similar education.
  • Fluent in spoken and written English and Arabic.
