Background / General description


The World Bank Group (WBG) has an inspiring mission: to end extreme poverty by 2030 and promote shared prosperity by fostering the income growth of the bottom 40 percent in every country. The mandate of the External and Corporate Relations (ECR) Vice Presidency is to strengthen the World Bank Group’s development impact by increasing public support for, and awareness of, the mission and work of the World Bank Group (WBG). ECR colleagues provide trusted advice, stakeholder engagement and communications strategies in support of our advocacy goals, while enhancing and protecting the reputation of the institution. ECR manages global engagement with key stakeholders, including donor countries, civil society, private sector, media, and multilateral and international organizations (incl. G20, G7, MDBs, EU, UN, OECD); and manages corporate communications, including online and social media; issues and reputational risk management; and employee engagement.

ECR Europe manages relationships with key stakeholders, including government counterparts, parliament, civil society, private sector, media, academia and international organizations in the traditional European development partner and donor countries. As part of the World Bank’s External and Corporate Relations function in Europe, the World Bank’s Berlin Office (the Berlin Office) is responsible for leading the dialogue between the WBG and constituencies in Germany and Austria. The Berlin Office is integrated into ECREU, which is part of the ECR Vice Presidency, and reports to the Special Representative, Europe, ECREU, based in Paris.

The primary objective of the consultant is to strengthen the World Bank Group’s institutional presence and the authorizing environment and stakeholder relationships in Germany.

Duties and Accountabilities

The consultant will:

  • Lead engagement with key stakeholders in the World Bank’s broader authorizing environment in Germany, notably parliamentarians, NGOs, academia, and think-tanks.
  • Contribute to the ECREU’s overall engagement with key stakeholders in the World Bank’s broader authorizing environment in Europe
  • Represent the World Bank on a broad range of routine to sometimes complex and sensitive issues in Germany and Austria, regularly addressing major audiences in the authorizing environment on WBG business and development topics, including through external speaking engagements.
  • In close cooperation with the International Affairs Officer in the Berlin office, support high-level missions by WBG Senior Management to Germany and Austria, also working closely with ECREU and relevant HQ-based WBG units.
  • Write or contribute to briefing notes on major issues and events in Germany that are of significance to the WBG including trends in public opinion.
  • In close cooperation with the International Affairs Officer in the Berlin office, analyze, report and brief WBG Management on major political economic issues, both proactively and on demand, to enhance their interaction with constituencies and the overall effectiveness of the WBG’s partnership with Germany and Austria.
  • Liaise with ECR and with World Bank Group operational units in identifying opportunities to collaborate with new stakeholders or expand collaboration with existing stakeholders in the WBG authorizing environment in Germany and Austria.
  • In close cooperation with the International Affairs Officer in the Berlin office, regularly update and support the implementation of the WBG engagement strategy with Germany and Austria.


Selection Criteria


The consultant will ideally meet the following criteria:

  • Master’s degree in economics, international relations, development studies, social sciences, public affairs or any other related field and eight or more years’ experience with directly relevant work experience in any of the above disciplines in organizations working on development (e.g., in government, international organizations, academia, business, or NGOs), OR a bachelor’s degree (or equivalent) plus 13 years of relevant experience.
  • Operational experience or a combination of experience from working in international organizations, civil society, or government.
  • Broad and in-depth knowledge and understanding of the political economy and media in Germany and Austria.
  • Good knowledge of the private sector in Germany and Austria, ability to liaise effectively with the private sector and to identify business development opportunities.
  • Proven networking capacity as evidenced by an established network in the development and media spheres in Germany and Austria, desirable.
  • Substantial experience in public affairs, and proven ability to conceptualize, design, and implement outreach programs.
  • Strong capacity to think and act strategically.
  • Strong public speaking abilities and experience, including ability to persuasively present and defend corporate positions
  • Demonstrated capacity to write analytically and concisely in English in a short time and under pressure.
  • Sensitivity in multi-cultural environments and excellent diplomatic skills.
  • Self-starter personality; willing and able to work effectively under pressure.
  • Proven ability to effectively work in small teams and across time zones.

G-level ET consultant – Germany

Note: This is a 1-year renewable term appointment based in the Berlin Office (HQ Satellite Office). The local salary scale applies. Standard expatriate benefits apply if the selected candidate meets the eligibility criteria for these benefits.
