GIZ International Services is shortlisted for the EU-funded tender: “Technical Assistance to support the Tajik national authorities to perform the EU TVET and Employment Sector Reform Programme Contract.”

The overall objective (Impact) to which this action contributes is:

To support the MoF and the MoLME of the Republic of Tajikistan to perform the EU TVET and Employment Budget Support (BS) programme in Tajikistan through strengthening their institutional capacities.

The specific objectives (Outcomes) of this contract are as follows:

  • Specific objective (Outcome) 1 – to support the MoF and the MoLME with improvement in budget preparation practices, particularly regarding linkages between policy setting and budgeting, such as MTEF, policy-based budgeting, and performance of service delivery, to enhance the credibility of budget planning.
  • Specific objective (Outcome) 2 – to support MoF with enhancement the progress in PFM reform implementation, monitoring and accountability.
  • Specific objective (Outcome) 3 – to support MoF with enhancement the quality and comprehensiveness of key budget documents, along the transparency and increased public participation in the budget process and PFM.

 

Your tasks

 

KE 2 will be responsible for implementation and coordination of PFM reform activities supporting MoF and the GoT with PFM Reform Strategy implementation, monitoring and annual planning and prioritisation. The expert will operate in a full coordination with the TL and other team members.

 

Your profile

 

Qualifications and skills:

  • At least Master degree in Economics, PFM, Public Administration or, in its absence, a minimum of 5 years’ experience additional to the general professional experience required below;
  • Good level of English (written and spoken);
  • Fluency in Russian and/or Tajik (written and spoken);
  • Computer literacy.

General professional experience:

  • At least 5 years of professional experience in PFM;
  • At least one project assignment related to PFM reform
  • Experience in EU or international donor funded projects including experience in partner countries and in transition economies of Post-Soviet countries will be an asset.

Specific professional experience:

  • Experience with developing and delivering training programmes and capacity development;
  • At least 5 years working experience in PFM ;
  • Experience linked to PFM diagnostics, PFM reform design, planning, implementation, monitoring and reporting will be a strong asset.
  • Experience working with the MoF.

 

Location information

 

The operational base for the project will be Dushanbe, Tajikistan. Some project activities will require in-country traveling particularly in the regions. The location of the mission of each non-key expert will be defined in the specific ToR for the expert’s assignment.

Start date & period of implementation of tasks
The intended start date is 1 July 2023 and the period of implementation of the contract will be 36 months from this date (440 working days).
