GIZ International Services is shortlisted for the EU-funded tender: “Technical Assistance to support the Tajik national authorities to perform the EU TVET and Employment Sector Reform Programme Contract.”

The overall objective (Impact) to which this action contributes is:

To support the MoF and the MoLME of the Republic of Tajikistan to perform the EU TVET and Employment Budget Support (BS) programme in Tajikistan through strengthening their institutional capacities.

The specific objectives (Outcomes) of this contract are as follows:

  • Specific objective (Outcome) 1 – to support the MoF and the MoLME with improvement in budget preparation practices, particularly regarding linkages between policy setting and budgeting, such as MTEF, policy-based budgeting, and performance of service delivery, to enhance the credibility of budget planning.
  • Specific objective (Outcome) 2 – to support MoF with enhancement the progress in PFM reform implementation, monitoring and accountability.
  • Specific objective (Outcome) 3 – to support MoF with enhancement the quality and comprehensiveness of key budget documents, along the transparency and increased public participation in the budget process and PFM.

 

Your tasks

 

KE3 will be in charge of strengthening the capacity of MoLME’s to enhance the credibility of budget planning at MoLME. The support will be related to budget preparation practices focusing on the TVET and Employment sectors, particularly regarding policy-based budgeting at MoLME, including gender sensitive aspects, MTEF, and performance of service delivery. The expert will be based in the MoLME and will work in close coordination with the MoF and MoES. The expert will closely collaborate with the EU QESP II TA related to TVET policy, governance, financing and other issues.

 

Your profile

 

Qualifications and skills:

  • At least Master degree in business administration, commerce, finances, or related fields or, in its absence, a minimum of 5 years’ experience additional to the general professional experience required below;
  • Good level of English (written and spoken);
  • Fluency in Russian and/or Tajik (written and spoken);
  • Computer literacy.

General professional experience:

  • Minimum of 5 years of relevant working experience in projects related to PFM and public finance;
  • Experience in EU or international donor funded projects including experience in partner countries and in transition economies of Post-Soviet countries will be an asset.

Specific professional experience:

  • Experience in acting as a technical expert, providing on-the-job support to GoT beneficiary institutions of at least 3 years;
  • Experience in budget preparation, programme budgeting and activity costing;
  • Experience in social sectors, education financing, policy and governance of TVET will be an asset.

 

Location information

 

The operational base for the project will be Dushanbe, Tajikistan. Some project activities will require in-country traveling particularly in the regions. The location of the mission of each non-key expert will be defined in the specific ToR for the expert’s assignment.

Start date & period of implementation of tasks
The intended start date is 1 July 2023 and the period of implementation of the contract will be 36 months from this date (660 working days).
