Office/Unit/Project Description
The UNDP Nordic Representation Office (NRO), which is one of seven representational offices in BERA, plays a critical role in managing and further expanding UNDP’s important partnerships with the Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). UNDP NRO is responsible for building strong relationships with strategic audiences in the Nordic countries to ensure strong core contributions to the organization and promote new collaborations in areas of mutual interest. UNDP’s cooperation with the private sector is a significant component of NRO’s work. The Private Sector Team works strategically to build up partnerships with companies, financial institutions, business networks, and other actors who want to work towards reaching UNDP’s goals and the SDGs.
The Green Growth and Jobs Accelerator Project (GGJAP) is a result of NRO’s ongoing work with the private sector. The GGJAP is a project of UNDP in partnership with the Danish-Arab Partnership Programme (DAPP) Danish Ministry of Foreign Affairs’, delivering on the Youth Employment and Entrepreneurship objective of the DAPP. The GGJAP will be implemented in Morocco, Tunisia, Egypt and Jordan.
The objective of the GGJAP is to support established entrepreneurs and SMEs, of which a proportion will be youth-led, to accelerate green growth in their businesses and through this, support the local transition to a green and sustainable economy, and enable green jobs for youth. The support for the SMEs will be provided by the Country Office (CO) GGJAP staff in collaboration with consulting firms under the overall project management of the GGJAP team in the Regional Bureau for Arab States (RBAS) with technical support from the GGJAP NRO team.
The Green Growth Expert will work under the supervision of the NRO GGJAP Private Sector Partnership Specialist. The Green Growth Expert will also work closely with a Liaison and Communication Support, and Admin and Planning Support, the Regional Bureau for Arab States (RBAS) GGJAP team, as well as with the GGJAP Country Office teams in the four DAPP countries.
The Green Growth Expert will be responsible for the delivery of tasks from NRO to GGJAP on the technical elements of the project. This includes ensuring delivery from the consultants and close collaboration on project development with the consultants focusing on quality assurance.
Duties and Responsibilities
The Green Growth Expert will take lead on the development of the Toolbox and Blueprint for GGJAP, in collaboration with the consultancy firm and the COs, on the basis of pre-existing work from previous UNDP Accelerator Programmes to ensure the tools and approaches fit the project and contexts. The Green Growth Expert will also provide on-going support to UNDP colleagues in RBAS and COs on the accelerators and the direct interactions with the SMEs.
The Green Growth Expert will manage the technical interfaces with the consultants on tasks such as developing initial analyses, recruitment strategies, development of process tools, and so on. As such, the Green Growth Expert will function as a bridge between the Consultancy firm and UNDP with regards to the technical aspects of the GGJAP. The Green Growth Expert will be responsible for ensuring smooth collaboration as well as timely and quality deliveries of the targets in the project phases throughout the project.
Specific duties and responsibilities include:

- Lead on developing and adapting the approach and methodology of the Accelerator
- Support on general quality assurance on the technical side
- Provide technical guidance on Accelerator methodology, Toolbox, and Blueprint to COs and consultants working on the GGJAP in the four DAPP countries
- Lead on dialogue and collaborate with consultants on sector and sub-sector focus analysis with contribution from CO level and RBAS Hub. From that, the diagnostics tool for selection of SMEs will be developed
- Support identification of MNCs who can partner with the GGJAP and identify potential suppliers (local SMEs from four DAPP countries) and include those relevant in the GGJAP
- Provide direct guidance to consultants on CO level when needed; could relate to a specific SME relationship, application of Toolbox, reporting on results, green growth business case etc.
- Participate in virtual sessions with consultants, COs, RBAS, and SMEs to be informed about progress and to support
- Lead on organising joint sessions for SMEs on base course and IMM in collaboration with COs and RBAS Inclusive Growth Team
- Bring in representatives from relevant Nordic and global business innovation ecosystems for expert sparring with companies based on individual company needs
- Support development of the Green Growth Community and follow up on platform development, features, coordination with COs etc.
- Support development of UNDP Impact Venture Accelerator Platform, including trouble-shooting, testing, and ensuring that platform is developed with necessary features to underscore work with GGJAP
- Project support
- NRO’s Central Project Group representative and driver of day-to-day implementation and management of technical project activities along with RBAS
- Support Private Sector Partnership Specialist in participating in DAPP Board meetings
- Support Private Sector Partnership Specialist in participating in DAPP Secretariate meetings
- Prepare meetings with Project Owners and Project Committee
- Support on track-keeping of donor fund releases and ensure timely requests for future funds
- Support on general quality assurance on the technical side
C. Monitoring and evaluation
- Assist monitoring and evaluation provided by RBAS M&E Expert
- Assist risk reporting from COs, aggregated by RBAS and reported to DAPP by NRO
- Assist yearly narrative progress
- Assist yearly financial report including an annual certified financial statement
- Monitoring KPIs as part of procurement strategy of consultants hired
D. Coordination
- Support preparation of and take part in weekly check-ins with UNDP NRO and RBAS
- Support preparation of and take part in fortnightly learning sessions with UNDP NRO, RBAS, and other COs focusing on SME progress, methodology/tools application, and other items relevant to the project
- Support RBAS with planning and administration of GGJAP and its Accelerator processes, learning component, and finance component where neede
- Communication
- Co-develop communications plan with RBAS GGJAP Communication Associate
- Support and provide input to work of NRO GGJAP Liaison and Communication Support
