The Global Child Protection Area of Responsibility is seeking an individual consultant to provide technical expertise on the management of programmatic initiatives related to the implementation of the Global CPAoR 2022-2024 workplan, to support coordination of child protection in humanitarian action at country-level.

Scope of Work:

Under the supervision of the Global CP AoR Deputy Coordinator, the individual consultant will support the management of existing and establishment of programmatic initiatives, including resource mobilization efforts for the implementation of the initiatives.  This will include regular engagement with key partnership stakeholders whilst working collaboratively with the Global CPAoR thematic and Help Desk focal points.

The individual consultant will specifically support programmatic initiatives on: (i) strengthening mental health and psychosocial support service delivery; (ii) strengthening of national and local capacities for delivery of child protection in humanitarian action; and (iii) resource mobilization, particularly within the private sector, for child protection in humanitarian action. This will include programmatic support to the implementation of initiatives in specific contexts as identified by the Global CPAoR thematic and Help Desk focal points and development/adaptation of guidance and tools to support resource mobilization for the initiatives. The individual consultant will also support event management.

The assignment is home-based with travel to attend global meetings. In the event of travel to attend global meetings, the consultant will be responsible for travel arrangements and must ensure they are made in line with UNICEF policy on entitlements for consultant travel. Travel costs, including costs for accommodation, meals and incidentals shall be in accordance with the daily subsistence allowance (DSA) rates promulgated by the International Civil Service Commission (ICSC). The costs of travel will be included within the daily rate fee quoted by the consultant for the assignment.

Consultant’s Work Place and Official Travel

This consultancy is home based with some travel involved. The consultant is expected to travel to Budapest and Amman as part of this assignment. Both travels are expected to take place in May 2023. Should travel take place, the consultant will be reimbursed based on actuals. 

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive lumpsum to undertake this TOR based on 123 working days.

Minimum requirements:

Minimum Masters  in Development Studies, International relations, Programme Management or related fields.

Knowledge/Expertise/Skills required:

  • Minimum of 3 years of relevant professional work experience, national and/or international work, in programme management, resource mobilization or related fields.
  • Familiarity with results-based approach to programming.
  • Previous international experience in humanitarian programme management and resource mobilization is an asset.
  • Knowledge of UNICEF policies and procedures related to programme management and partnerships is a strong asset.

Technical skills

  • Project and/or programme management skills.
  • Solid skills in Office programs such as Excel, Word and PowerPoint required.

  • Excellent communication skills.
  • Ability to work independently, correctly prioritize competing needs, demonstrate initiative and produce concrete results.
  • Hands-on and problem-solving attitude and keen attention to detail.
  • High integrity and personal commitment to humanitarian values.

Language 

Fluency in English required. Knowledge of French and/or Spanish is a strong asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
