Context

Under the direct supervision of the Human Resources Officer (OSU) and the overall supervision of the Chief, Manila Human Resources Operations and Administrative Services (MHRO), the incumbent will be responsible for the development of business requirements based on the needs of the organization.  The successful candidate will undertake and coordinate related tasks such as gathering information, process analysis, testing results, determining possible risks, suggesting solutions and give training final user as part of the knowledge management for global HR operations.

Core Functions / Responsibilities
  • Serve as the primary focal point in the development and administration of system and business-related workflows, Standard Operating Procedures (SOPs) and Manuals and regularly review highly complex business workflows that require extensive coordination with other Units, knowledge sharing, analysis and recommendations.
  • Analyze the structure of HRM, MHRO and other units to identify its objectives, needs and possible issues and gaps, and evaluate potential solutions and enhancements including participating in comprehensive risk and impact assessment. Seek opportunities to automate, enhance and streamline HR business processes.
  • Collect business requirements requested from the different units, analyzing and clarifying technical challenges and potential workflow bottlenecks. Suggest solutions to system gaps to maximize efficiencies in coordination with ITC/PRISM, HRM, other MHRO units and PAC-HRAS.
  • Liaise with technical teams on the development of business requirements., Monitor and report on progress in a timely manner.
  • Prepare, review, update and maintain relevant documents in coordination with the business process owners.
  • Provide inputs to improve business processes, reports and data integrity.
  • Develop and deliver on-line trainings to educate users on the processes, workflows, SOPs, manuals, data integrity levels and new technological initiatives.   Provide walk-through demonstrative sessions in line with established instructions and SOPs.
  • Participate in the implementation of new system releases, including of the new upcoming ERP, and in any activities that lead to enhancements and/or modifications of the system.
  • Monitor and evaluate MHRO’s key performance indicators and metrics by monitoring the results of the workflows and SOPs to provide meaningful and operational data that support Management decision-making.
  • Provide troubleshooting support related to business process and workflow issues
  • Participate in the design and implementation of the Business Continuity Plan (BCP) in coordination with relevant parties. Monitor and update the BCP as required.
  • Share knowledge and support junior or newly hired staff members in the unit.
  • Support various ad-hoc projects as requested by the Chief of MHRO and HRM, including presentations, organizational charts, system and workflow enhancement proposals and recommendations.
  • Serve as back-up to the Human Resources Officer, OSU.
Education
  • Master’s   degree   in   Human   Resources   Management, Business Administration, Industrial Engineering, Psychology, Statistics, Information Technology or any Social or administrative sciences field from an accredited academic institution; or
  • Bachelor’s degree in the above fields with minimum two years of relevant professional work experience.
Experience
  • At least two years working experience in Human Resource Management including designing workflows, SOPs, Manuals, and business process models;
  • Working experience with Human Resource Management Systems (HRMS) including analysis of needs, translating HR policies and processes into software functionality and troubleshooting issues. Previous work experience with SAP is a distinct advantage;
  • Experience in conducting trainings will be an advantage;
  • Previous work experience in an International Humanitarian Organization, non-government or government institutions/organization with a multi-cultural environment is an advantage.
  • Proficient in Microsoft Office Applications (i.e. MS Excel, MS Word, MS Visio);
  • Working knowledge in ERP environment is an advantage;
  • Excellent verbal and written communication skills.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
