JOB DESCRIPTION

Organizational Setting

GEF-funded and FAO-implemented Project “Sustainable management of forests in Mountain and Valley areas in Uzbekistan (FSP)” is being implemented in 4 areas of Uzbekistan. It  has 4 components, objective of the which are: 

1. An operational Forest Inventory (FI) and Monitoring System 
2. SFM operationalized at 4 demonstration sites generating sustainable benefits such as carbon sequestration and improved livelihoods of at least 500 local households 
3. The policy and enabling framework is conducive to state and private investment in SFM
4. Project implementation based on RBM and lessons learned/good practices documented and disseminated
 
 

Reporting Lines

Under the overall supervision of the FAO Sub-regional Coordinator for Central Asia and FAO Assistant Representative in Uzbekistan, and direct supervision of the SEC Forestry Officer (LTO) and in coordination with Project Technical Coordinator the Consultant will prepare Nationally Appropriate Mitigation Action (NAMA)

 

Technical Focus 

The objective of this consultancy is to Revise (with support of Project Team) Nationally Appropriate Mitigation Action (NAMA) for forestry sector (particularly for pistachio forests) and report to UNFCCC 

 

Tasks and responsibilities

• Prepare Work Program including tentative dates of field missions to be conducted;
• Review and report on current climate finance initiatives under UNFCCC; 
• Revise (with support of Project Team) Nationally Appropriate Mitigation Action (NAMA) for forestry sector (particularly for pistachio forests) and report to UNFCCC;
• Propose use of the Forest Information and Monitoring System (FIMS) and the related database to produce summary reports and detailed reports on forest area and carbon stock change within the framework of REDD and Measuring, Reporting and Verification (MRV) to UNFCCC;
• Develop field sampling methodology to measure trees for biomass and carbon calculation based on the guidance provided in the Project Document;
• Facilitate adoption of field methodology for measuring sample trees to estimate the biomass and carbon stocks;
• Design and conduct workshops to introduce revised NAMA and reporting obligations within the framework of UNFCCC/ REDD . The workshops will include the following components
    –    Concept note on the background, content of the workshop, target groups, etc.;
    –    Agenda;
    –    Presentations;
• Prepare terminal consultancy report, including main findings and recommendations. 

 


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

•    University degree (for COF) in Development studies, environmental/agricultural sciences, land and water management, administration or a related appropriate field
•    3 years of relevant experience in environmental/agricultural sciences, land and water management, administration or a related appropriate field
•    Working knowledge (level C) of English and limited knowledge (level B) of Arabic, Chinese, Russian, French or Spanish for COF. Working knowledge (level C) of English for PSA.
