The UNDP office in Skopje employs a team of 70 and currently manages a portfolio of projects in environmental protection, good governance, and social inclusion worth around USD 17 million per year.

UNDP MK is currently seeking an IT and Digitalization Analyst to support the technical capacity of the above-mentioned projects within the Democratic Governance Unit, and effectively and timely implement the project(s) to deliver planned results.

Building on the country’s commitment to achieve sustainable solution to the illegal possession, misuse, and trafficking of SALW and its ammunition, the projects are part of a wider initiative which adopts a holistic, systematic approach to solving most pertinent issues of improving small arms and light weapons (SALW)-related practices of the national authorities and create more violence-resilient communities through series of closely coordinated activities.

The project Improvement of data and SALW Collection Practices and SALW Related Investigations “builds on already implemented activities within framework of the Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of SALW (Small Arms and Light Weapons) and their ammunition in the Western Balkans. The objective of the project is to further improve data collection, analysis, and dissemination of information on SALW, to increase the speed and reliability of firearm investigations, and improve SALW stockpile management, thus contributing to the fight against illegal arms trafficking (IAT) and illegal possession of SALW.

The three main outputs of the project are:

  • Improved implementation of the Police Information Management System (Police IMS) that allows gathering of SALW related data.
  • Improved analytical capabilities of Ministry of Interior’s Forensics Department to improve criminal justice response.
  • Improved weapons warehouse management and tracing capacities that leads to decreased risk of proliferation of SALW and improved security.

The project “Tackling Digital Sex Crimesaims to enhance capacities of the Macedonian authorities in tackling digital sex crime though several closely coordinated activities.  The project has two main outputs:

  • Strengthened institutional capacities and police officers’ knowledge through analysis/improvement of current legal trends and national legal gaps, and institutional capacity building to tackle digital sex crimes.
  • Increased outreach and communication to citizens through targeted awareness raising campaigns

The incumbent will provide both IT specialist and project coordination support for both projects. In addition to these activities, the IT and Digitalization Analyst will be expected to contribute to other projects and initiative within the Democratic Governance Unit and thus will have a general familiarity with policies and practices relevant to both central and local government, especially as they relate to digitalization.

Duties and Responsibilities

The incumbent’s duties are outlined below and will be fulfilled in line with prevailing UNDP rules and procedures as well as with due respect given to the UNDP internal control framework.

Coordinate and monitor implementation of project(s) activities to assist in effective delivery of planned results.

  • Manage and coordinate project activities based on the relevant Project Document(s) with a view to achieving project results;
  • Assist in the preparation of Project progress reports for the donor and the main project beneficiary;
  • Monitor financial resources and ensure accuracy and reliability of financial reports;
  • Manage and monitor the project risks.
  • Coordinate and monitor the implementation of the project work plans and activities and report on their timeliness and quality;
  • Serve as a link between the stakeholders and UNDP by undertaking regular visits to project sites to ensure that ongoing activities are in line with the agreed work plans;
  • Undertake field visits to spot-check progress in implementation of the activities;
  • Alert on any delays, problems and issues during project implementation as soon as they arise and offer solutions;
  • Participate in meetings and events related to project activities or of importance to the unit/organization;
  • Prepare and deliver presentations related to project activities.

Assist the team in identification of substandard systems and managing the translation of business requirements into functional and technical specifications.

  • Assess the current state of organizational and system design and processes developing/utilizing a standard methodology and work plan;
  • Work closely with the project stakeholders and team of experts to identify substandard organizational and system processes;
  • Assist consultants in gaining information regarding organizational and system processes through evaluation of real-time information;
  • Work closely with the Project Manager and the project team to translate business requirements into functional and technical specifications;
  • Provide assistance the project team on daily basis on all implementation activities, especially as they relate to specific technical and systems expertise;
  • Support other teams within the CO by providing assistance where the project’s activities have an IT/digital component;
  • Provide assistance with preparation and evaluation of procurement notices that have an IT/digital aspect(s);
  • Work closely with IT and Telecommunications Departments of relevant institutions and project partners to understand current challenges, needs and ideas and translate them into business/IT solutions that fit within the project activities that need to be implemented and results to be achieved;
  • Work closely with the selected vendors to deliver contracted IT products/services to the project beneficiary, and monitor and evaluate their implementation;
  • Assist consultants in re-engineering of business processes and development of functional design specifications;
  • Maintain issues register;
  • Monitor project progress on regular basis, particularly as it relates to business process and system requirements;
  • Work closely with project team to update all project related documentation to ensure effective information flow and recording.

​​​​​​​Coordinate planning and implementation of activities within the Democratic Governance Unit in the area of digitalization and other areas of work, as required.

  • Provide inputs for the overall Governance Unit programme/projects work plans or its specific components, including operational and/or financial projections, based on the assessment of consultations with stakeholders;
  • Provide recommendations and propose actions to improve the design and/or implementation procedures of project activities with focus on projects that have digital components;
  • Perform other duties within the mandate of the Democratic Governance Unit, as required.

  • Ensure that gender equality and needs of vulnerable groups are mainstreamed throughout the project activities and work plans, budgets, reports, research, analyses and, where specifically relevant, in detailed analysis and provided digital solutions.
  • Ensure that gender equality and needs of vulnerable groups are mainstreamed throughout team, consultant, and project staff activities. 

​​​​​​​Ensure quality communication with internal and external stakeholders and create synergies with related initiatives within the Democratic Governance Unit to deliver impactful results and facilitate opportunities for future mobilization of resources.

  • Maintain close relationships with national and international implementing partners;
  • Initiate and/or assist with preparation of applications for project proposals where there is an IT/digital component.
  • Establish effective linkages with other UNDP projects, programs and initiatives;
  • Prepare thematic reports and insights that result from project implementation;
  • Use data collected and lessons learnt during project implementation to communicate results, advocate for change, inform future initiatives and guide further expansion in digitalization and other areas of work.
  • Participate in trainings and share knowledge about the project
  • Perform any other duties as necessary and requested.

Institutional Arrangement

The incumbent will work under direct supervision of the Project Manager and close coordination and guidance of the Head of the Democratic Governance Unit. He/she will work in close collaboration with Country Office Operations Unit staff and be responsible for the satisfactory achievement of the entrusted functions and tasks, as outlined below. The IT and Digitalization Analyst will be located in Skopje but will frequently travel throughout the country.

Required Skills and Experience

Education:
  • Master’s degree in Information Systems and Management, Computer Science, Engineering, Business Administration or other related filed.
  • Bachelor’s degree in combination with 2 years of qualifying experience can be taken into consideration in lieu of Master`s degree. 
Experience:
  • Minimum 2 years (with Bachelor’s degree) of relevant experience in implementation, coordination and monitoring of development projects, with a focus on ICT projects in national and local government institutions, implementing international standards in digitalization and data collection. 
  • Experience in the management of project teams shall be considered as an asset. 
  • Extensive experience in cyber security trends and challenges

Required Skills:

  • Coordination and monitoring of development projects, with a focus on ICT projects in national and local government institutions, implementing international standards in digitalization and data collection;
  • Experience and knowledge of ICT policies and institutional frameworks relevant to the local/regional development, as well as ICT capacity development at all levels;
  • Experience in the architecture, design, implementation, and technical support of ICT solutions and related cloud services;
  • Excellent analytical, problem solving, consulting and coaching skills;
  • Experience of managing large-scale ICT projects to implement, upgrade, integrate, and extend, software systems, preferably in an International Organization context;

Language:

  • Excellent written and oral communication and presentation skills in English and Macedonian are required.
