JOB DESCRIPTION

II. Background and Organizational Context

Heavy rains and a combination of riverine, urban, and flash flooding led to an unprecedented climate-induced disaster in Pakistan since June 2022, causing widespread fatalities and damaging and destroying public and private infrastructure across the country. Rain-induced landslides and floods also damaged agricultural land and forests, impacting local ecosystems. Around 33 million people were affected by the heavy rains and floods according to Government estimates, including nearly 8 million people who were displaced.

OCHA has been scaling up its operations since then focusing on its key functions of coordination, information management, resource mobilization, and advocacy. Accordingly, UNOCHA Administration requires increased capacity and has opened the position of Information& Communication Technology Assistant, GS-5, to strengthen IT support to staff at capital and sub-office levels.    

Under the overall guidance of the OCHA Pakistan Head of Administrative Unit., the IT Assistant will be responsible for all listed IT matters

III. Position Purpose

Under the overall guidance and direct supervision of the Head of OCHA Pakistan Admin & Finance Unit, the IT Assistant provides the overall IT support in the OCHA Pakistan capital office and its sub-offices, ensuring high quality and accuracy of work. The IT Assistant promotes a client, quality, and results-oriented approach.

The Administrative Associate works in close collaboration with the projects staff in the CO, its sub-offices, and other UN agencies staff to exchange information and ensure consistent service delivery

IV. Key Duties and Accountabilities

Summary of Key Functions: 

  1. Support all the IT functions at the capital and sub-office level
  2. Support to the enrichment of physical inventory, including the trans-actioning within the UN ERP system
  3. Support to Payment function, including the trans-actioning within the UN ERP system.
  4. Support knowledge building and knowledge sharing

1.) Provides support to the IT function at the capital office level and all sub-offices, focusing on the achievement of the following results

  • support the identification of country office IT requirements and solutions, incl. support to the formulation of technical requirements for the procurement function
  • Desktop administration and configuration
  • Service installation and support, including basic Server troubleshooting
  • IT equipment inventory maintenance
  • Service coordination, including good knowledge of Microsoft applications
  • Advice clients on the use of Sat-phones and VHF radios.

2.) Provides support to the Enrichment of physical inventory, including the trans-actioning within the UN ERP system for the sing on achievement of the following result:

  • Support the timely management and data input of physical inventory for assets, serialized equipment, and non-serialized equipment in the UN ERP system, in full compliance with relevant UN Rules & Regulations
  • Support the yearly physical inventory exercise & reporting
  • Prompt reporting and investigation of cases of loss, damage and theft
  • Support timely write-off and disposal of IT equipment

3.) Provides support to the Payment function, including the trans-actioning within the UN ERP system, the focusing on achievement of the following results:

  • Prepare invoices in ERP system
  • Monitor and liaise with UN HQ Geneva Treasury
  • Maintain liaison with vendors on payment issues

4.) Supports knowledge building and knowledge sharing in the CO, focusing on the achievement of the following results:

  • Training/ Advise staff and clients on the administrative procedures
  • Briefing/debriefing of staff members on issues relating to area of work
  • Sound contributions to knowledge networks and communities of practice.

Supervisory/Managerial Responsibilities: The key results have an impact on the efficiency of the unit. Accurate analysis and presentation of information from thoroughly researched, and fully documented work strengthens the capacity of the office and facilitates subsequent action by the supervisor. Incumbent’s own initiative is decisive in the results of work and timely finalization.

V. Requirements:

Education

  • High school education or bachelor’s degree (Computer Science or Information technology)

Experience, Knowledge, and Skill

List:

  • Five (5) years of relevant working experience for holders High School education and minimum of two (2) years of relevant working experience for holders of a bachelor’s degree in Computer Science or Information technology.
  • Relevant certificates and professional experience in Umoja or other UN ERP system is an advantage
  • Relevant certification in the usage of Sat-phones and VHF radios is an advantage
  • Demonstrated experience in Microsoft AZURE is an advantage  
  • Experience in handling web-based management systems, including management of Share-point architecture is an advantage.
  • Relevant experience within the UN system is desirable.

Language requirements (Required / Desired)

  • Fluency in written and spoken English Language is required. Fluency in written and spoken local language at the duty station is required
