Job description

We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
GIZ International Services is shortlisted for the EU-funded tender: „Technical Assistance to the Bangsamoro Agri-Enterprise Programme” in Cotabato City, Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).
The overall objective to which this action contributes is a peaceful, cohesive, secure and inclusively developed Bangsamoro.
By improving the quality, diversity, consistency and responsiveness to the needs of the market of local agricultural production and building an elaborate policy and strategy for further development and investment in Agri-business, the project will contribute to enhance Bangsamoro’s own development, open employment opportunities and improve incomes of its people. The latter will contribute to the stability of Bangsamoro and the whole country in general.
To note that in the context of BARMM with high poverty incidence and such alarming nutrition indicators, adopting a more inclusive agri-food system would underscore the requirement to reduce the intersecting inequalities that remain the root cause of persistent food insecurity and malnutrition. Incorporating but going beyond the needs of the market a more equitable and nutrition sensitive agri-food system approach would seek to ensure:
- Fair wages for workers through the supply chain,
- Small scale farmers receiving a greater proportion of wealth generated from production,
- Indigenous people and women in agricultural households receiving higher wages and improved access to a rage of resources (including quality and quantity of land access),
- Increased availability of a diverse range of crops including attention to the properties of indigenous crops both in terms of nutrition value and for reliance.
Your tasks
The Monitoring/Evaluation Adviser will be based in the PMO in Cotabato City. He/she shall take a proactive role in: (1) Developing and implementing the BAEP overall programme monitoring and evaluation framework (M&E) and GESI/nutrition/conflict sensitivity safeguard monitoring/reporting system in partnership with the BAEP component implementing partners. In order to fulfil his tasks, he/she is expected to develop extensive and trustful relationships with all BTA bureaus and internal and external parties relevant to the programme.
Main responsibilities of the Monitoring/Evaluation Adviser:
- Designing an effective BAEP on-going Monitoring and Evaluation progress system which will include a Gender Environmental and social safeguard M&E system, as well as a nutrition and conflict sensitivity monitoring system, based on the various Implementation Partners implementation agreements.
- Developing clear and user-friendly data collection and reporting formats in collaboration with the BTA and the counterparts from the various Implementation Partners at the different levels, update them when necessary, and provide training on their use if and when required.
- Preparing regular progress and safeguard monitoring documents to facilitate the regular auto-evaluation sessions with the various Implementation Partners and prepare minutes of these sessions.
- Contributing specific M&E and GESI/nutrition inputs to the overall BAEP progress reporting by the TA.
- Developing project management information system and ensure smooth operation and data updating.
- Compiling data, information and reports from different levels that are important for the Implementation Partners in developing/updating a comprehensive Bangsamoro Agribusiness strategy.
- Facilitating and streamlining and sharing BAEP’s knowledge management and facilitating its dissemination.
- Ensuring outreach and coordination with the EUD, the BAEP implementing organisations as well as relevant stakeholders of any significant relevant activity.
Your profile
Qualifications and skills
- University degree (minimum BSc.) in Economics, Agro-economics, Social-economics sciences or business administration.
- Demonstrated strong analytical and Communication skills.
- Excellent verbal and written command of English.
- Ability to interact in different cultural settings. Demonstrated ability to interact in different cultural and multi-professional academic and institutional environments and to create good working relationships with peers and with political and professional hierarchies.
General professional experience
- A minimum of ten (10) years of relevant professional experience, out of which five (5) years of relevant Monitoring and Evaluation / Knowledge Management experience.
- Demonstrated track record of having experience with the various implementation procedures of the EU or other development partners and organisations for a minimum of one (1) year.
- Experience with monitoring mainstreaming gender equality and women’s empowerment, social inclusion, environmental and nutrition safeguards in economic development programmes, for at least one (1) year.
- Experience with conflict sensitivity monitoring do-no-harm approaches and moving from post-conflict to development issues for a minimum of one (1) year.
- Experience in the Philippines is considered an asset.
Location information
The operational base of the Programme shall be Cotabato City, Bangsamoro Autonomous Region of Muslim Mindanao (BARMM). For the purpose of this contract, the experts will occasionally travel to specified rural areas in the course of programme implementation.
The intended start date is 1 July 2023, and the period of implementation of the contract will be 41 months from this date (for a minimum of 407 working days).
