Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.


*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is US $ 44, 286 (US Dollar) yearly.



The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations. The MozTrabalha project is anchored in the goals of the National Employment Policy (NEP) and the Plano de Acção da Política de Emprego (PAPE, 2021-2024). It is designed to support the further implementation of the NEP and PAPE through increased employment mainstreaming in macroeconomic and sectoral government work as well as the establishment of dedicated implementation tools such as pro-employment budgeting and employment impact assessments. At the sectoral level, using a market systems development approach, it will promote a sustainable enterprise development and productive creation for Mozambican women and men living in poverty particularly in the country’s Northern Provinces as well as in the Beira corridor.

MozTrabalha’s overall aim and principle is to create productive employment and decent working conditions, at scale, with sustainable outcomes, and using a systems approach that promotes structural transformation and which will underpin all project interventions. Cross-cutting themes include a continuous focus on poverty reduction through employment creation, social dialogue and labour standards, the promotion of gender equality, as well as actively furthering the just transition towards a carbon-neutral economy. The concrete intervention logic and results framework will be finalised during a dedicated inception phase which will employ a range of analytic and consultative tools to ensure appropriate identification of target sub-sectors and value chains, provinces and interventions.

Beyond MozTrabalha, ILO is implementing a range of other programmes and activities as part of its development corporation and regular budget portfolio, in its support to Mozambican constituents towards achieving progress across the Decent Work Agenda, as currently guided by the NEP as the most country’s current relevant plan and in anticipation of the formulation of the next Decent Work Country Programme (DWCP). The ILO furthermore is an active member of the United Nations Country Team (UNCT), and is actively contributing towards the achievement of the Agenda 2030 as defined by the Mozambican United Nations Sustainable Development Country Framework (UNSDCF).


Reporting lines


Under the overall responsibility of the Director of ILO Country Office for Zambia, Malawi and Mozambique, the National Project Coordinator (NPC) will report directly and receive guidance from the Chief Technical Adviser (CTA) of the project. The National Project Coordinator will contribute to the implementation of the project and will assist the CTA coordinator the ILO`s portfolio in the country.

The NPC will work in coordination with other project staff and national constituents, as well as key stakeholders within and outside the UN team. S/he will liaise closely with the Senior National Programme Officer based in Lusaka, to ensure contribution towards achieving ILO`s goals and objectives and towards implementation of ILO’s Programme & Budget priorities as well as well as the UNSDCF 2022-2026. Further, the incumbent will be required to have close interaction with staff from other ILO projects based in Mozambique will also be required. S/he will also work closely with the relevant DWT/CO-Pretoria Specialists attached to the ILO Decent Work Team in Pretoria.

Description of Duties

1. Lead the implementation of MozTrabalha output 3.3, among others through the establishment and/or maintenance of a relevant national/international development partner platform to ensure sustained coordination, information sharing and collaboration between all relevant activities and programmes that national and international actors are implementing in the employment and labour space, in line with current institutional and coordination frameworks/setups

2. Coordinate MozTrabalha’s activities with the ILO’s overall Development Cooperation and Regular Budget portfolio in the country, and ensure that activities are aligned with overall delivery targets as expressed in the P&B, UNSDCF as well as the relevant ILO country programme (National Employment Policy (NEP) and or the Decent Work Country Programme (DWCP)

3. Ensure coherence between the work of various ILO projects in the country, as well as other UN-wide programmes and activities. Collaborate with other project and ILO staff, project partners, target groups and the donor for planning and implementation of project activities

4. Establish a systematic coordination mechanism for MozTrabalha’s activities vis-à-vis the wider ILO and UN portfolio in the country. Represent the organization (ILO CO-Lusaka) in meetings as assigned by the project CTA.

5. Act as MozTrabalha’s main liaison officer with regard to engagement with workers and employers’ organizations, and develop and maintain an active and well-functioning network with ILO’s key constituents in the country

6. Participate in the training and awareness creation exercises among the policy makers, programme/project managers and other technical staff of ILO’s implementing partners; As well as organize seminars, workshops, training sessions and meetings for the project

7. Liaise with project partners to increase the project`s visibility and facilitate the scaling-up of the project`s interventions.

8. Brief and collaborate with ILO specialists, project experts, associate experts and visiting officials to provide relevant information on the project. Promote ILO policies regarding social dialogue and relevant International Labour Standards. Facilitate implementation of ILO employment interventions in line with priorities of employment policy.

9. To prepare budget estimates and expenditure forecasts by analysing and monitoring resource requirements and expenditure patterns, and making recommendations to project management for remedial action as necessary; and

10. Contribute to the drafting of periodic and ad hoc reports on the status of project planning and implementation and the ILO technical assistance interventions.

11. Review and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information related to the project; and contribute creative ideas for programme/project development

12. Any other relevant duties as requested by the CTA and/or Country Director.

Required qualifications


First level university degree in social sciences, development studies or any other relevant field.


At least three (3) years of professional experience at the national level in the area of programme coordination, project management and/or project implementation in donor funded development cooperation projects. Experience in labour rights, social dialogue, dispute resolution and labour relations are an advantage.

Desirable: substantial experience in engaging with ILO’s tripartite constituents and UN partners in Mozambique in the context of project implementation or capacity building exercises.


Excellent command of English and good working knowledge in Portuguese (written and spoken).

• Substantial experience in the development, organisation, and implementation of trainings for civil society actors in general, and ILO constituents in particular.
• Good knowledge of social and economic development, including labour and employment trends and of the mandate and structure of labour market institutions, in Mozambique.
• Good knowledge of the context and challenges for the project areas of expertise (skills for employability).
• Good knowledge of project management, including project formulation, administration and evaluation concepts and procedures.
• Strong analytical skills and ability to interpret project background history, to clarify information, to identify and analyse problems and suggest solutions during project implementation.
• Ability to understand and effectively work with Government, workers and employers’ organisations, non-governmental organisations and UN agencies; ability to maintain good working relationships with all project stakeholders.
• Ability to establish and maintain systems within project operations.
