The Environment, Natural Resources and Blue Economy (ENB) Global Practice has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (‘Green Business line’); (2) Marine, Coastal, Aquatic Resources and Ocean Health (‘Blue Economy Business line’); (3) Pollution Management and Environmental Health (‘Pollution Management Business line’); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line: delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development. This includes provision of high-quality and timely safeguards services across the Bank, including safeguards policies and the effective implementation of the Environment and Social Framework (ESF).
The ENB Global Practice in Sub Saharan Africa includes four units SAWE1, SAEE2, SAEE3 and SAWE4. SAEE3 covers East and Southern Africa and Indian Ocean islands; and manages operations in a variety of areas such as natural resources management, coastal zone management, forestry, pollution, climate change, landscape, and terrestrial and marine natural resources. In addition, the unit, like other ENB GP units provides environmental safeguards and ESF services across all sectors and projects.
Job Duties and Responsibilities:
The Natural Resources Management (NRM) Specialist will be based in Maputo, Mozambique and will working on Landscapes, Forestry, the ERPA program, Climate Change, and Safeguards/ESF. He/She will be a team member of the Mozambique Integrated Landscape Management (ILM) Team, with a portfolio that includes integrated lending and non-lending programs led and co-led by ENB with a focus on forestry, sustainable landscape management, rural and community-based development, blue economy, and REDD+. The selected candidate will work under supervision of the Practice Manager for SAEE3 based in the World Bank’s Mozambique Country Office, and will have the following main duties and responsibilities:
· Conduct climate risk screening and thorough assessment of projects assigned to him/her and propose appropriate mitigation measures to ensure projects supported are resilient to climate change impacts.
· Identify, track and report climate mitigation and/or climate adaptation finance opportunities in assigned projects in accordance with the joint MDBs Climate Finance Tracking Methodology.
· Provide technical expertise and support with the calculation of gross and net GHG emissions as well as emission reductions of ER projects as well support the Monitoring, Reporting and Verification (MRV) of GHG emissions.
Selection Criteria
* Master’s degree or equivalent academic qualification in a relevant discipline with a preference given to forestry, and as alternatives environmental science, environmental economics, biology, public policy, or equivalent.
* Minimum of 5 years of professional experience in the environmental sector, including proven experience in REDD+, forest/agriculture landscapes, and NRM projects.
* Good knowledge of NRM and environmental issues in Mozambique, including but not limited to legislation and institutions.
· * Strong understanding of REDD+ as a policy instrument, including the use and design of jurisdictional REDD+ Emission Reductions Programs
· * Familiarity with and very good working knowledge of the World Bank’s environmental safeguards policies and ESF.
· * Experience in project preparation and supervision.
· * Proven project and portfolio management capacity.
· * Familiarity with application of spatial (GIS) and statistical tools in the field of natural resources management.
· * Excellent written and verbal communication skills in English and Portuguese.
· * Strong client orientation with the ability to build an understanding with implementing agency counterparts on the value-added of Bank products.
· * Well-developed interpersonal, communication, and writing skills, including the ability to write concisely and translate technical knowledge and ideas into professional and accessible English
· * A drive for results while working under tight timelines
· * Willingness to travel.
