Description

 

RTI International seeks a Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP) Specialist for the Western Kenya Sanitation Project (WKSP), a multi-year activity funded by the United States Agency for International Development (USAID) Mission in Kenya & East Africa (USAID/KEA) to create a financially sustainable, transformative, replicable, and locally owned sanitation marketplace in eight target counties of Western Kenya -Bungoma, Busia, Homa Bay, Kakamega, Kisii, Kisumu, Migori, and Siaya.

 

The overall goal of the project is to create a financially sustainable, transformative, replicable, and locally owned sanitation marketplace in the target counties of western Kenya. Ultimately, customers must be willing and able to pay for the products and services—a key point being to eliminate any need for subsidies or donor support.

The objectives to achieve this goal are:

  • increased access to and uptake of market-based improved sanitation and FSM products and services
  • increased access to and uptake of market based improved MHM products and services at the household level, and
  • strengthened policy and regulatory environments and increased capacity of county government officials to effect lasting change in sanitation management.

It is expected that under various USAID-WKSP interventions, technical assistance for the procurement or use, or both, of pesticides will be provided and therefore, the project seeks to develop a pesticide evaluation report and safer use action plan in accordance with 22 CFR 216.3(b)(I).

 

Objective

The main objective of this assignment is to review past and current PERSUAP documentation produced for other similar USAID/KEA sanitation and menstrual hygiene activities and develop the USAID-WKSP exclusive PERSUAP that shall serve as the project’s Pesticide Evaluation Report and Safer Use Action Plan and therefore guide all activities that may entail use of, or training in the use of, pesticides. The PERSUAP Specialist will develop the USAID-WKSP specific PERSUAP through evaluating or updating previous iterations of PERSUAPS developed for other USAID/KEA activities to address the specific needs of the USAIOD-WKSP, including the economic, social and environmental risks and benefits of any pesticide use in the sanitation and menstrual hygiene management interventions.

 

The PERSUAP Specialist will liaise directly with the project’s environmental compliance specialist, key stakeholders, USAID/KEA, and other project staff, to draft the PERSUAP and Pesticide Evaluation Report and Safer Use Action Plan for reducing pesticide risks.

 

Responsibilities

  • Perform a desk-based review of USAID-WKSP, related work planning materials, the project’s IEE, EMMP and relevant sector prioritization reports. Desk review should also review existing PERSUAPs for other USAID sanitation and MHM activities under implementation as well as those recently completed
  • Review and update EPA registration status of all PERSUAP recommended pesticides for sanitation and MHM interventions. This includes pesticides within the current PERSUAP and any USAID-WKSP or USAID-proposed pesticides
  • Work with the USAID-WKSP team, COP, and the COR to review expectations, background documentation, including Activity’s Year 2 work plan, scope of work, and deliverables
  • Work closely with the USAID/KEA MEO and REA during the development of the PERSUAP
  • Work with the USAID-WKSP environmental compliance specialist and/or technical staff in the preparation of the PERSUAP
  • List local restrictions on use of pesticides, and conditions required following an analysis of EPA registration of the same pesticides
  • Acquire from USAID-WKSP information on the extent to which pesticide use is and could be part of an integrated pest management (IPM) program; and Recommend mitigation measures for project activities (in addition to training), identified in concert with project personnel, which involve pesticide use. Mitigation measures should be described following USAID’s ERAC/EMMP table format
  • Develop a pesticide database in Excel that includes registration by USEPA, EU and GOL, active ingredients, commercial names, major sources of origin, toxicity levels by organization
  • Provide an annex with preliminary Pest Management Plans (PMPs) for each identified sanitation management, including extensive preventive tools/tactics that can be used, as well as recommended curative pesticides
  • Provide information on GOL’s obligations related to pesticides under the Stockholm Persistent Organic Pollutants (POPs) and Rotterdam Prior Informed Consent (PIC) conventions
  • Draft Programmatic IEE amendment to reflect the PERSUAP’s recommendations and respond to feedback from USAID on substantive technical material involving sanitation and MHM-pesticide issues

  • A pesticide database in Excel that includes registration by USEPA, EU and GOL, active ingredients, commercial names, major sources of origin, toxicity levels by organization
  • Annex with preliminary Pest Management Plans (PMPs) for each identified sanitation management, including extensive preventive tools/tactics that can be used, as well as recommended curative pesticides.

 

Estimated Level of Effort

Level of effort is a maximum of 15 days.

Qualifications

Qualifications

  • Bachelor or Master’s degree in one or several of the following areas: Environmental management, Social Sciences or other degree relevant to the above SOW
  • Minimum of 10 years of relevant experience, especially on pesticides use and management
  • Experienced with USAID environmental management and compliance standards and procedures
  • Experience in sanitation and MHM donor-funded projects
  • Demonstrated leadership, versatility, and integrity
  • Fluency in spoken and written English and Swahili required
