3.    Office/Unit/Project Description

The Government of India has accorded high priority and adopted multifaceted development strategies to promote socio-economic growth of Scheduled Tribes (STs) constituting 8.6% of India’s total population as their human development indicators with regards to health, education, gender, and other indices are well below the national average.

The Ministry of Tribal Affairs (MoTA) being the nodal Ministry for overall policy, planning and coordination of programmes for development of STs, has been pursuing the agenda of inclusive growth with Central and State governments to address the critical gaps in development of STs. Various schemes and programmes are being implemented by MoTA such as Special Central Assistance to Tribal Sub Scheme (SCA to TSS); Grant under Article 275(1) of the Constitution of India; Post-Matric Scholarship for ST Students; Conservation -cum-Development Plan for Particularly Vulnerable Tribal Groups, Grant to Aid to Tribal Research Institutes etc. for development of the STs in addition to the rights-based legislation Forest Rights Act 2006.

The Ministry of Tribal Affairs funds various infrastructure and livelihood projects under SCA to TSS and Article 275
(1) proposed by states to fill the critical development gaps in the tribal areas. Further, with the amendment to the Government of India (Allocation of Business) Rules, 1961 in 2016, the Ministry of Tribal Affairs has been entrusted with the monitoring of the Scheduled Tribe Component (STC). An Online monitoring system has been developed which is aligned with the recommendations of the NITI Aayog for outcome monitoring of Scheduled Tribe Component (STC).

UNDP is supporting establishment of the Central Project Management Unit (CPMU) with the Ministry of Tribal Affairs. CPMU will have a team of highly qualified experts who will be tasked to promote a holistic approach to tribal development. The partnership between the Ministry of Tribal Affairs (MoTA) and United Nations Development Programme (UNDP) will focus on strengthening systems and monitoring, both financial and physical performance of these schemes with focus on monitoring outcomes.

Duties and Responsibilities

Main Purpose:
The Project Associate – Management Information System for Schedule Tribal Component (STC) will provide technical assistance to digitally monitor the fund allocated by the different national Ministries/Departments on the Scheduled Tribe Component. S/He will ensure engagement of all direct stakeholders and delivery of project objectives, in coordination with the Ministry of Tribal Affairs when needed.


The Project Associate -Management Information System (STC) will perform the following functions:
•    Provide technical support to SCA – developing standards and systems for monitoring “Pradhan Mantri Adi Adarsh Gram Yojana” (PMAAGY)
•    Provide support in updating and revamping STC MIS portal to monitor the financial and physical output & outcome progress of allocation and expenditure
•    Assist in analysing the PWC report intervention which aims to identify and optimizing relevant STC schemes for reducing developmental gaps in tribal areas
•    Assist in extracting and preparing several datasets from live server for reports like RTI, parliament questions and internal meetings
•    Assist in managing and providing handholding to stakeholder i.e,41Central Ministries & Departments, Central level officials and STC division

Required Skills and Experience
Min. Education requirements
•    High School Education
•    or bachelor’s degree in technology, in social science, rural development, Arts or any other relevant field
Min. years of relevant work experience
•    At least 6 years of work experience with High School
•    3 Years for candidates with bachelor’s degree
Required skills    
•    Experience of working with the Government institutions in information technology will be an asset.
•    Experience of developing Systems/ process for online monitoring of various programmes/ schemes in Central Government.
•    Deep understanding of Microsoft .Net technologies, architecture, configuration, deployment, and performance.
•    Significant application development experience in designing and building application using technologies like .Net, C#,, Webservices and AJAX.

Required Language(s)    
•    Excellent knowledge of written and spoken English is essential. Knowledge of Hindi is desirable.
