1. Background
The World Intellectual Property Organization (WIPO), a specialized UN agency, is the global forum for intellectual property policy (IP), services, information, and cooperation.
WIPO GREEN was launched in 2013 to promote the diffusion of green technology by facilitating connections between green technology “seekers” and “providers,” i.e. those looking for green technology solutions, and those developing and/or providing them. At the heart of WIPO GREEN is its online marketplace, which hosts a wide range of green technologies from a worldwide pool of private and public sector contributors. It has now surpassed 120.000 entries.
WIPO GREEN partners with government institutions, intergovernmental organizations, academia, and companies – from small enterprises to Fortune 500 companies. Each partner brings unique insight, expertise, and networks. Through its partners, WIPO GREEN is able to increase its influence and reach new stakeholders, facilitate collaboration, and accelerate investment in green technology.
WIPO GREEN’s Acceleration Projects focus on a particular geographical area or technological domain and foster demand-driven technology deployment or transfer. The projects generate relevant knowledge about the green tech landscape in the specific context and are a gateway to a range of possible technology solutions, potential funders, legal counsel, and local and international commercial networks. The projects can include several activities such a focused matchmaking, events, studies, elaboration of technology catalogues and more.
WIPO GREEN is part of the Global Challenges Division of WIPO. The projects that this position will be focusing on will be implemented in close cooperation with the Section for Caucasian, Central Asian and Eastern European Countries (CACEEC), Division for Transition and Developed Countries (TDC).
WIPO GREEN and CACEEC wishes to engage further with countries in the Central Asia Region who have expressed interest in cooperation in the fields of green innovation and technology deployment, identifying solutions to environmental issues, and in generally supporting a transformation towards a green economy. Likely focus areas will be green city developments, water management, and agricultural related environmental issues. Climate change is likely to be an overarching thematic.
2. Objective of the assignment
In cooperation with senior staff at WIPO GREEN and CACEEC, the incumbent is to develop and implement two or more green technology acceleration projects or other relevant projects in Turkmenistan, Tajikistan, and possibly other countries in the regions. The projects must be based on requests and interests from local authorities and be in line with the approaches and work of WIPO GREEN.
3. Tasks & Deliverables
In cooperation with other WIPO GREEN and CACEEC staff, the following tasks are expected to be performed:
a) Perform consultations, meetings, webinars etc. with target country representatives with the aim of developing relations and identifying tangible common interests and ideas for WIPO GREEN acceleration projects;
b) Develop detailed concept notes for each project idea;
c) Present concept notes to project partners and finalize for implementation;
d) Implement projects agreed upon based on the concept notes. This will include hiring of local consultants and project management encompassing reporting, budget management, partner liaison, development of project info material (success stories, videos, presentations etc.) in cooperation with WIPO communications staff:
e) Ensure that the WIPO GREEN database of needs and technologies is used as a central tool for the projects and that all identified needs and technologies are uploaded to the database with quality due diligence;
f) Other related tasks as required.
Deliverables:
a) Meetings, webinars and other preparatory activity outputs;
b) At least two detailed concept notes (template to be provided);
c) Project progress reports etc.;
d) Successful project implementation (or start of implementation) as per concept notes;
e) Various project related material (articles, data, videos, presentations etc.);
f) All project related needs and technology uploaded to the WIPO GREEN database and quality assured.
4. Reporting
The incumbent reports to senior staff in the Climate Change and Food Security Unit, Global Challenges Division.
5. Profile and requirements
• Advanced university degree in a relevant field such as technology oriented studies, climate change, environment, engineering etc.;
• At least 7 years of relevant professional experience;
• Thorough professional experience from the Central Asian Region;
• Experience with stakeholder engagement;
• Experience with project development, implementation, and management in an international setting;
• Good knowledge of and interest in climate change, food security, and environmental issues in general;
• Overall good knowledge of and interest in green technology and innovation;
• Knowledge of intellectual property rights and systems an advantage;
• Can perform duties in a well structured, diligent and dynamic manner;
• Open minded, dynamic, and self-propelled;
• Excellent English and Russian communication skills;
• Excellent skills in presentation complex ideas to a varied audience and interact meaning- and respect-fully with stakeholders of diverse professional, cultural, and national backgrounds.
6. Duration of contract
February 28, 2023, to August 28, 2023.
