Background 

The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Since the onset of the war in Ukraine, we have seen a large-scale of displacement of Ukrainians fleeing to the neighbouring countries. In response to this, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania, and Moldova. We are focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – with the needs of a mobile refugee population, working to a great extent through local partners.

We are seeking a highly motivated and experienced Regional ICT Coordinator based in Warsaw. The purpose of the Regional ICT Coordinator for the NRC CEE Regional Office is responsible for ensuring all NRC Global & Local ICT policies and guidelines are implemented and to ensure the efficient and cost-effective set-up.

RESPONSIBILITIES

  • Ensure adherence to NRC policies, handbooks, guidelines and donor. requirements at regional and country level.
  • Prepare and submit reports and analysis.
  • Ensure proper filing of all support documents.
  • Provide inductions and training.
  • Ensure development and implementation of administrative systems and procedures.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  • Provide direct ICT support to Poland and Moldova CO office, in addition to CEERO office.
  • Lead on implementation of initiatives in the region.
  • Explore and recommend ICT and digital solutions.
  • Implement field assessment / feasibility studies on any ICT global initiative, to ensure its practical viability in the field.
  • Maintain overall responsibility for all ICT based contracts ensuring the best value for money.
  • Identify opportunities and recommend solutions that will improve current organizational processes.
  • Ensure software, hardware and network installs, re-installs, upgrades, moves, changes, and relocations are planned and implemented when necessary and as required.
  • Develop, roll-out and oversee the implementation of NRC CEERO ICT Policy and guidelines.
  • Ensure system security including all NRC Networks, Servers, and Computers always free of virus and malicious code.
  • Responsible for forecasting and management of the ICT budget and Supporting ICT- related procurement including researching solutions, making recommendations for product purchases, and participating in bid evaluations.

QUALIFICATIONS

  • Minimum of 3 years working in IT roles at similar or equivalent level.
  • Proven technical ICT management expertise
  • Experience in leading technology projects and/or roll outs
  • Knowledge or experience of ICT tools and solutions
  • Fluency in English, both written and verbal.
  • Qualification requirement: Bachelor’s degree or higher
  • Project management skills
  • Knowledge and experience within ICT tools such as: O365, Windows 10, Antivirus Software, Power BI, Networking: Cisco Meraki Network devices and platform, TCP/IP, LAN/WAN.
  • Experience with a device management tool will be considered an advantage
