The Systemic Risk and Resilience (SYRR) Research Group within the IIASA Advancing Systems Analysis (ASA) Program is offering a position for a climate risk and resilience analyst with interdisciplinary expertise in climate adaptation, resilience and participatory approaches to inform and engage with stakeholders across different scales.


The mission of the SYRR group is to contribute to transforming the way societies manage risks in economic, ecological, and social systems while confronting the global trends that are amplifying these risks. The group examines environmental and socio-economic interactions across multiple scales, providing the analytical foundations for the improved management and governance of disasters, climate change, as well as technological and ecological transitions. Our specialty is applying advanced hard and soft systems science methods for assessing and analyzing risks and uncertainties as well as co-designing risk policy and governance processes.


The successful applicant will join a transdisciplinary team to work on the EU funded PEERS project (Co-developing Pathways Towards Climate Resilience Regions in Europe). PEERS seeks to take a systems innovation and capability-driven approach in increasing climate resilience of at least 100 European regions and communities, closing the adaptation gap, and triggering a wave of political commitment and of adaptation innovations that meet climate emergency. PEERS approach to working with regions and communities to strengthen resilience incorporates a set of key principles namely to (i) devolve decision-making and ownership to the lowest appropriate level, (ii) address inequalities as a structural cause of vulnerability, (iii) invest in local capabilities to leave an enduring legacy, (iv) act fast, with a test and learn approach, engaging multiple intervention points simultaneously, (v) build a robust and shared understanding of risk, maladaptation and what the future could hold, and (vi) ensure deep collaboration, across sectors, initiatives and levels, elevating what is already working.


The successful applicant will work with the IIASA team across a number of tasks, including on co-development of the resilience maturity curve framework and self-assessment tools for regions and communities; generate continuous insight and learning for regions and communities on the core enabling conditions to accelerate transformative change; helping communities and regions to make use of data, knowledge, tools and climate services; understanding adaptation finance landscapes;  support the formulation of climate resilience pathways and innovation agendas; produce technical guidance and associated toolbox to support knowledge on the development of transformative climate resilience pathways and connected innovation agendas. Tasks will include, among others:

  • Lead the collection of existing knowledge on innovative transformative solutions, adaptation options and approaches that can be applied or scaled with the aim of facilitating and identifying more transformative options for regional climate resilience pathways.
  • Support the development of practical resources to EU regions to enable them to develop their own climate resilience pathways and associated innovation agendas.
  • Support understanding of systemic factors influencing climate adaptation financing, cataloguing of regional finance strategies and resource mobilization plans.
  • Support capacity building and exchange along regional resilience journeys.
  • Publish (single and co-authored papers) in relevant journals/books and other media (e.g., press, internet), as well as policy-oriented papers and briefs.
  • Present research results in international fora.
  • In line with the team spirit that prevails at IIASA, the incumbent may occasionally work on other tasks assigned by their superiors, that might not be directly related to this appointment but where the post holder has relevant experience and skills, and/or a shortage of immediate personnel capabilities requires such.


  • Min. master’s degree (or equivalent) in the social sciences, economics, geography or other relevant fields with increasingly relevant interdisciplinary expertise on climate risk and resilience assessments.
  • Demonstrable experience conducting robust research.
  • Strong English communication and writing skills are necessary, and proficiency in other languages is welcome.
  • Previous experience of engaging with stakeholders across different levels as well as the knowledge of the EU climate policy landscape is desirable.
  • Experience writing publications preferred.

appointment terms

The selected candidate should be available to take up the position as soon as possible in 2023. We offer an initial fixed-term, one-year, full-time (40 hours per week) employment contract, with the possibility of extension thereafter.

Eligible applicants wishing to work part-time hours will also be considered.

Duties will be carried out at the IIASA premises in Laxenburg, near Vienna in Austria (up to 100 days per year home office working within Austria possible).

The successful candidate will be hired in accordance with their corresponding profile in the IIASA researcher profiles.


A gross annual, full-time salary of:

Minimum EUR 33,924.00 for R1 researchers

Minimum EUR 44,204.00 for R2 research scholars.

IIASA salaries are:

  • Exempt from income tax in Austria
  • Negotiable, based on the qualifications, skills and experience of the selected individual.
  • Subject to deductions for health insurance and/or social security.
  • Not directly comparable with other employers in Austria, due to the unique legal status and privileges granted to IIASA.
  • Subject to the principle of income aggregation (Progressionsvorbehalt in German).
