The position is assigned in the Risk Policy and Architecture Division (RMPA) within the Office of Risk Management (ORM). ORM has a broad mandate and ensures that ADB’s Treasury, Sovereign, and Nonsovereign operations are sustainable by safeguarding ADB’s rating, advising Board and Management on risk issues, and implementing and promoting a strong internal risk culture.
RMPA establishes and maintains policies, procedures, and tools for risk management that are consistent with those of other multilateral development banks (MDBs) and prudent banking principles. The principal responsibilities of RMPA include: (i) establishment and maintenance of best practice policies, methods and procedures for credit, market, and operational risk; (ii) development and maintenance of tools and systems to support enterprise-wide risk management; (iii) maintenance of a ratings desk; (iv) analysis, rating, and monitoring of the creditworthiness of ADB’s sovereign borrowers; (v) data management and (vi) limit monitoring and risk reporting.

Job Purpose
The Risk/Senior Risk Management Specialist is responsible for analyzing and reporting all material risks and trends within ADB’s portfolio, assessing their impact on portfolio quality, risk-bearing capacity, and financial statements. In addition to technical expertise in risk management, the incumbent will have strong communication skills to prepare and ensure the accuracy and consistency of ORM’s reporting materials, including Board and Management reporting, and collaborate with various stakeholders across ADB. The incumbent will be a champion for ORM’s objectives and strategy, representing them in communications with multiple stakeholders.
The incumbent will report to Director, RMPA and will supervise national and administrative staff.
Responsibilities
- Risk Analysis, Reporting and Communications
- Analyzes and reports risks and trends in ADB´s sovereign, nonsovereign and treasury portfolios and ADB’s capital adequacy indicators.
- Leads the preparation of ORM reporting, including editing, developing of media materials, and ensuring consistency of contents and style.
- Reviews and provides prompt response to ad-hoc requests from various stakeholders.
- Develops and executes communication strategies that promote a strong risk culture within the organization.
- Liaises with ADB’s research and operations departments to leverage internal information relevant for assessments of ADB’s risk exposure.
- Acts as a key spokesperson for ADB on risk-related matters, both internally and externally.
- Maintains working relationship with relevant multilateral organizations, and educational institutions, identifies collaboration opportunities to work with peer MDBs.
- Demonstrates a thorough comprehension of Economic Capital Models for assessing capital adequacy, as well as industry practices such as Basel and rating agencies.
- Identifies nascent risk trends and threats, conducts analysis of recurring and ad hoc risk-relevant topics, tying them to major global and regional economic developments.
- Interprets policies and provides guidance to staff on risk management matters.
- Reviews and comments on policy and transaction documents prepared by other ORM teams and ADB departments.
- Participates in presentations to the Risk Committee, asset and liability management committee , senior management, and Board of Directors, where appropriate.
b. Knowledge Sharing
- Maintains knowledge of emerging best practices and standards in risk management.
- Develops, organizes, and conducts training to facilitate staff training and promotes an appropriate risk culture in ADB.
- Stays up to date with all risk-related regulatory developments and industry best practices in risk management.
c. Staff Supervision
- Leads multidisciplinary teams and ensures the overall quality of its work.
- Supervises the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provides coaching and mentoring to individuals and ensures their on-going learning and development.
Qualifications
Relevant Experience & Requirements
- Master’s degree, or equivalent, in finance, business administration, economics, communications, and other related fields. A university degree and at least 5 years specialized experience relevant to the position can be considered.
- At least 8 years of relevant international experience in an international financial institution, ratings agency, international bank, insurance company or other similar institution.
- Experience of corporate communications of a major financial institution is an asset.
- Sound knowledge of portfolio risk analysis.
- Excellent knowledge of risk management frameworks, and relevant risk-related policies.
- Familiarity with credit, market, and operational, other risks.
- Familiarity with the Basel and Solvency frameworks and capital adequacy methodologies used by MDBs.
- Understanding capital-at-risk/value-at-risk/expected shortfall models.
- Experience of working with big data and data analysis.
- Excellent oral and written communication skills in English.
- Exceptional verbal and written communication skills, with the ability to convey complex risk management concepts in a clear and concise manner.
- Experience and strong track record in public speaking and presentation is a must.
- Strong relationship management and interpersonal skills, with the ability to build and maintain strong partnerships with key stakeholders.
- Ability to lead complex multi-departmental projects.
- Strong project management and execution skills, including the ability to effectively drive complex, multifaceted issues under tight timelines.
- International experience working in several countries.
- Ability to manage a wide range of internal and external stakeholders.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
