Under the direct supervision of the Head, Marine Services Division (H/MAR), the incumbent will perform the following duties:
(a) Develop qualitative information, surveys, etc. required for recurrent or ad hoc assignments;
(b) Draft input for technical papers and analytical studies on issues related to marine and coastal meteorological and oceanographic services (hereafter referred to as marine and coastal services) and related activities (e.g., disaster risk reduction, climate services, international ocean matters etc);
(c) Formulate, identify and analyse project proposals for marine and coastal services and related activities;
(d) Attend and represent WMO at international, regional, and national meetings for consultations with colleagues in other institutions dealing with marine and coastal service issues and related activities;
(e) Organize and support expert group meetings, seminars, capacity development activities etc. on marine and coastal service issues and related activities;
(f) Prepare speeches and other input for presentations by senior staff on marine and coastal services and related activities;
(g) Prepare input for reports to high-level meetings and other intergovernmental bodies, inter-agency or expert groups on issues relating to marine and coastal services, and sustainable development (especially related to early warnings and ocean matters);
(h) Follow intergovernmental meetings, prepare summary reports and provide substantive support, as required;
(i) Participate in missions on marine and coastal services issues and related activities as a member of a team;
(j) Organize training seminars/workshops for national experts addressing marine and coastal services issues, and related activities;
(k) Monitor, support and assess the implementation of capacity development projects in marine and coastal service issues, and related activities;
(l) Perform administrative, programme tasks (such as project implementation and evaluation) and provide regular communication of the work of the Division to relevant stakeholders, as required;
(m) Undertake on-the-job and other training activities both internally and externally;
(n) Carry out other relevant duties as required.
| QUALIFICATIONS | ||
| Education Master’s degree or equivalent in meteorology, oceanography, earth, physical, geography or natural sciences, or a closely related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. A degree in marine meteorology would be an advantage. |

| Experience A minimum of five years of combined national and international progressively responsible experience in marine meteorology, oceanography and/or coastal issues and related activities such as disaster risk reduction, climate services, international ocean matters, and sustainable development. Experience managing projects and monitoring budgets. Experience writing reports, documents, correspondence, and project/funding proposals. Experience in providing secretariat support to national and/or international scientific, training, and social science experts. |

| Other requirements Experience with the United Nations system in ocean matters would be an advantage. Maturity of judgement, initiative, and tact. Excellent organizational, communication and interpersonal skills. Good working knowledge of Microsoft Office applications. Experience in the following areas would be an advantage: (a) Marine and coastal issues in Polar regions, Small Island Developing States (SIDS) and/or low-lying coastal countries; (b) Coastal forecasting in support of multi-hazard early warning systems; (c) Maritime safety and the International Convention for the Safety of Life at Sea (SOLAS); (d) Taking an integrated earth systems approach in connecting science for services, particularly in the maritime environment; (e) Working knowledge of the WMO Technical Commissions; (f) International activities such as: implementing the UN EW4All Initiative, Sendai Framework, and contributions to the United Nations Climate Change Conference (COP) and the United Nations Decade of Ocean Science for Sustainable Development. Ability to work in a multicultural environment and to foster diversity and team spirit. |

| Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
