JOB DESCRIPTION

Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to an assignment at the Secretariat must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

 

The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments. It will be implemented through Extra-Budgetary project activities. The SPU was formally announced following a meeting held in Kyiv on 2 August 2022 of the Ukrainian Minister for Foreign Affairs, the OSCE Chair-in-Office and the OSCE Secretary General.

This post is financed from the Extra Budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU is planned to run until July 2025. A possible extension is subject to an extension of the project duration.

Tasks and Responsibilities:

You will be under the direct supervision of the Head, Security Management and ensure the security standards within the duty station are adhered to. You will be responsible for all physical security measures related to security/crisis readiness and prevention at the duty station.

Furthermore, you will be tasked with the following:

  1. Assisting the Head, Security Management in the execution of responsibilities with regard to the security of staff and property; maintaining regular and close contact with the Head of Security Management and his/her team at the OSCE Secretariat; assisting the Head, Security Management in gathering and processing all relevant Security Information in support of the OSCE Security Management System as required, analyzing them, identifying trends of threats and security incidents affecting OSCE personnel, assets and operations in specific countries; assisting in the collection, analysing and disseminating of Security Threat Information (STI) related information;
  2. Preparing and revising Security Threat Information (STI), Security Risk Assessments (SRA) for Ukraine and the region, drafting reports on analyses and maintaining a system for classifying and storing sensitive information and mapping of security incidents affecting OSCE system personnel, assets and operations;
  3. Developing and maintaining up-to-date security and contingency plans, and security listings of staff; ensuring that relocation and evacuation plans are current, feasible and regularly evaluated; in co-ordination with IT ensuring that emergency communications systems are periodically checked and serviced; ensuring the best possible protection for staff and property by maintaining good contacts with local law enforcement agencies and other locally operating organizations;
  4. Conducting security surveys of residents and duty station premises to ensure adherence to health and safety procedures; reporting on all legal activities involving staff members; investigating and preparing incidents reports; providing guidance and recommending further action or intervention when appropriate i.e. incidents involving OSCE vehicles, traffic accidents, criminal acts, etc.;
  5. Assisting in reporting security incidents affecting OSCE personnel, offices and assets;
  6. Communicating information on security to SPU personnel and providing host country security advice to the Head of Security Management ,as required;
  7. Providing support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned OSCE Personnel; conducting security briefings, as required;
  8. Maintaining regular contacts with Security Focal Points form the Host Government and International Organisations; maintaining co-operation and collaborations with national authorities on security matters in areas of OSCE operations;
  9. Establishing and maintaining warden system and keeping update of information related to OSCE offices and residences;
  10. Providing physical safety and security to the Secretary General and his delegate and any other OSCE VIPs as required in Ukraine;
  11. Updating the contact lists of all local authorities, Local emergency and support units;
  12.  Monitoring and evaluating office physical security measures and mobile security requirements;
  13. Working in close collaboration with internal counterparts and external partners to align security activities with wider programmes;
  14. Ensuring availability of emergency communications by making periodic checks to determine if system is functioning properly;
  15. Supervising Security Assistant and two Security Guards; ensuring the staff is trained and effectively operational;
  16. Performing other duties as assigned including providing direct support to the Crisis Management Team.

Necessary Qualifications:

  • First level university degree in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field;
  • A minimum of two years of progressively responsible experience in security or risk management, in a government, police, military, public or private sector context, including at the international level;
  • Professional fluency in English, both oral and written; working knowledge of Ukrainian and/or Russian is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.
