The position is assigned in the Portfolio Management Division (PSPM) within the Private Sector Operations Department (PSOD). PSPM is accountable for the pro-active management, reporting and review of ADB’s growing private sector debt and guarantee portfolio, including overseeing project implementation and administration as well as managing client relationships over a diverse range of sectors and geographies. PSPM is responsible for managing all risk aspects of the portfolio including credit risk, safeguards risk, integrity risk, as well as the delivery of the development effectiveness goals of projects.

PSOD provides investment capital to private sector entrepreneurs, corporates, and project sponsors, as well as financial intermediaries, such as banks and private equity funds, throughout developing Asia. It catalyzes, structures, and funds investments in privately held and state-sponsored companies across a wide range of industry sectors. PSOD’s emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB’s organization-wide mission to promote environmentally sustainable and inclusive economic growth. Job Purpose

The Senior Investment Officer will lead the PSOD Middle Office team, which is based in PSOD’s main operational hubs in Manila, Hanoi and New Delhi. The team is responsible for credit administration of the PSOD portfolio and for rendering client services in terms of onboarding, disbursements, covenant monitoring and billing. The role involves team management and working with borrowers, PSOD staff and a wide range of internal and external stakeholders. The role requires strong decision-making and multi-tasking skills, the ability to operate with limited supervision and mentoring of junior staff / new joiners.

The position will be based in HQ, and the staff will report to the designated PSPM International Staff.

Responsibilities

a. Staff Management

  • Leads the MO team in managing their credit administration and client servicing responsibilities;
  • Assigns work to the analysts with backup arrangements, and makes adjustments when necessary; and
  • Trains/mentors junior staff and new joiners in the skills required for these tasks and supervises staff in their execution.

b. Onboarding and Closing

  • Oversees and ensures accurate system entries to reflect transaction approvals, signings, terminations and cancellations;
  • Coordinates with other ADB units on the timely recording of the transactions; and
  • Supervises the onboarding/closing process and approves the system entries.

c. Project Monitoring

  • Leads and ensures adherence by clients to their obligations for timely and accurate submission to ADB of periodic reports and follows up as needed;
  • Monitors team’s coordination with Deal Teams in case of covenant breaches or unexpected developments in a transaction;
  • Participates and negotiates to find workable solutions on deal issues;
  • Supervises team’s engagement with other ADB units on further review and action on relevant reports received; and
  • Leads in preparing and ensuring that the periodic portfolio reporting is done in a timely manner.

d. Disbursements

  • Supervises the processing of disbursement requests, review of withdrawal applications, verification of compliance with disbursement conditions and/or loan covenants, follow up on submission of required documents and review of their completeness and/or validity; and
  • Endorses the disbursement packs for senior management approval.

e. Database Maintenance

  • Monitors completeness of database of legal documentation, financing and security documents and project contracts for new project approvals, as well as completeness of documents created in PSPM post-origination;
  • Leads and supports the creation and maintenance of project related databases, tracking portfolio size, composition, and other characteristics, for management information; and
  • Leads in preparing and ensuring that the periodic portfolio / Key Risk Indicators reporting is done in a timely manner.

f. Administrative and Planning Support

  • Represents PSOD and participates in the planning of various initiatives designed to facilitate PSOD’s interaction with other ADB units and in the development of systems and procedures to facilitate the credit administration process;
  • Coordinates with stakeholders to prepare and institutionalize process manuals & documents to strengthen PSOD operations;
  • Coordinates the preparation of inputs for the annual work program and/or budget and assists in finalizing PSOD’s submissions related to ADB’s annual planning and budget exercises and mid-year reviews of annual budgets;
  • Leads and ensures the Middle Office function is being represented well through active participation in the relevant initiatives; and
  • Leads in preparing presentation materials and reports for PSOD management.

g. Others

  • Provides assistance to the supervisor in various ad-hoc tasks, as needed, related to PSOD operations.
  • Performs other tasks as assigned and reflected in the incumbent’s work plan;
  • Coordinates with the supervisor to prepare specific work plans for the Middle Office staff;
  • Provides regular feedback to the supervisor on the performance of team analysts, and provides comprehensive written feedback at the time of annual and mid-year performance reviews; and
  • Undertakes supervisory missions to Hanoi and New Delhi, when required, to meet the team members and other stakeholders.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in finance or business (or related fields), preferably with Master’s degree or equivalent.
  • At least 10 years work experience preferably in the field of lending in corporate finance, project finance, infrastructure finance, or financial institutions preferably with a leading international financial institution, investment bank, infrastructure fund or consultancy firm.
  • Excellent understanding of finance & business principles, and strong skills in client management.
  • Strong negotiations and decision-making skills.
  • Strong people management skills.
  • Ability to conduct discussions with internal and external clients with limited supervision.
  • Strong analytical thinking skills, with ability to comprehend causal links, make pros-and-cons analysis, and analyze factors to reach a decision.
  • Ability to independently identify tasks and priorities within the area of responsibility; formulate and then execute plans for the completion of such tasks.
  • Able to work in a multicultural setting, be a strong team player and guide junior staff to facilitate work planning and quality delivery.
  • Excellent written (including effective report writing) and verbal communication skills in English is required

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
