The role

We are currently looking for Senior Project Officer based in Meun District, Vientiane Province

Role Purpose

The Senior Project Officer (Senior PO) is based at district level and is responsible for leading a small team of Project Officers (POs) to implement USAID Learn to Read reading improvement activities for Pre-Primary, Grade 1 and Grade 2 across all schools in the district. S/he serves as the main contact with the DESB office of MoES, as well as coordinating the work of the POs with school principals, village leaders and school teachers at schools in their respective areas. The Senior PO works closely with the Provincial Manager and POs to ensure adherence to the project design, and demonstrate a solution oriented approach to challenges encountered in the district. The Senior PO collaborates with the Professional Development Coordinator and Community Engagement Coordinator to serve as a technical resource for literacy improvement and community engagement, and collaborates with DESB technical staff and POs to provide trainings to teachers and school principals. The Senior PO reports to the Provincial Manager of the Learn to Read project.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Child Safeguarding

  • Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
  • Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
  • That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

Management, Planning and Coordination

  • Lead and monitor the ongoing implementation of Learn to Read reading improvement activities across the district, ensuring timely, efficient and well-planned implementation of activities in coordination with MoES DESB technical staff.
  • Lead and monitor the district Learn to Read budget expenditure and ensuring all the advances/claims issue and clearance in timely, efficient and well-planned laisoning with Admin and Finance Officer at provincial level.
  • Lead the district Project Officers (POs) to prepare and submit required monthly project reports to the Provincial Manager in combined with the government report.
  • Lead POs in activity implementation and provide coaching support to POs on a monthly basis or more frequently as needed.
  • Act as primary liaison between Provincial Manager, Professional Development Coordinator, Community Engagement Coordinator at the province, as well as the DESB technical staff in the district office and other local government counterparts as needed, to communicate project updates, delays, changes, and concerns.
  • Lead and facilitate the Project Officers in monthly meetings to review the progress against plans, find the solutions to the problems, share lessons learnt, exchange expertise across the programs, and to motivate and encourage teamwork.
  • Participate in 1:1 meetings with supervisor. Conduct 1:1 meeting with POs and conduct performance review with POs.
  • Participate in quarterly meetings, semi-annual meetings and annual meetings with the district and provincial government education officials, including discussions on sustainability.
  • Work with POs to collect success stories and photos for donor reporting.
  • Participate in program capacity building as required.
  • Perform other duties as assigned by Provincial Manager.

Technical Support

  • Spend approximately 30% of working hours travelling with DESB technical staff and POs to conduct school visits to support, observe, demonstrate, and coach the school principals, PP, G1 and G2 teachers to ensure they understand & apply the components of Learn to Read’s reading support.
  • Participate in Learn to Read meetings, trainings, workshops, literacy events, parent meeting, community activities and other events.
  • Support DESB technical staff and POs to facilitate trainings to Pre-Primary, G1 and G2 teachers and school principals.
  • Give regular to support school principals, in collaboration with DESB technical staff and POs, to coach them on ways to maintain support for students’ reading improvement, ensuring longer term sustainability of Learn to Read outcomes within schools in the district.

MEAL Support

  • Collaborate with the Provincial Manager to ensure POs follow the agreed MEAL protocols for completing, checking, collecting and submitting all monitoring forms in a timely manner.
  • Work with MEAL team to act as point of contact for follow-up of expected forms and queries
  • Act as site manager for MEAL forms during trainings or meetings at district level, coordinating with the Provincial Manager to submit attendance forms to MEAL staff as agreed.
  • Support on tracking and coordinating with DESB to manage the materials distribution and ensuring schools receive books and classroom materials at the appropriate time.

Dual mandate:

  • During an emergency, contribute to rapid assessment and response as needed.

Qualifications

  • Bachelor degree in Education, development management or related field

Experience and Skills

Essential

  • Minimum of 3 years work experience with in development project, preferably in education.
  • Experience in MEAL systems with in development project
  • Excellent interpersonal skills and demonstrated ability to work effectively in team situations
  • Good training and facilitation skills
  • Good written and communication skills.
  • Good interpersonal skills and a team player.
  • Ability to travel to target schools in agreed district.
  • Good computer skills, including Microsoft Word, Excel and internet-related applications;

Desirable

  • Teaching experience well preferred.
  • Prior experience working with schools, teachers, administrators and government officials, particularly at pre-primary and primary school level.
  • Strong knowledge of approaches to language and reading education.
  • Good computer use of Microsoft Office (Word, Excel, Outlook)
  • Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead.
