Job Purpose

Under the minimal supervision of the MIS Manager, develops, plans, and coordinates the implementation of new and ongoing Management Information Systems projects and products. Technically support the systems development strategies implemented in the Institute. Document and report on progress of projects. Develop training manuals and provide training to end-users and serve as the second level escalation support to complex issues.

The MIS unit’s main business is the development, operations, and maintenance of the administrative support systems in the Institute under the direction of the Chief Information Officer by providing a state of the art enterprise systems environment that conforms with the requirements of the different stakeholders of the Institute.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Initiate, plan, and manage all aspects of MIS projects from inception to customer signoff
  • Lead as subject matter specialist for the Finance functional area on MIS projects
  • Comply with project management methodology and software tools as practiced by MIS
  • Lead on all major project activities covering kickoffs, requirements gathering, process analysis, technical design & development, data migration & system upgrades, test cases & user-acceptance testing activities, training, documentation, securing milestone user acceptances and maintenance support
  • Configure software systems that streamline internal operations
  • Configure software solutions by studying information needs; conferring with users; studying systems flow and work processes; investigating and configuring problem areas
  • Analyze current project/products and provide suggestions for improvements
  • Work closely together with clients and end-users to ensure expectations and requirements are met, to suggest improvements and to communicate progress in a timely and effective manner
  • Coordinate the delivery of outsourced services to ensure they meet client requirements
  • Collaborate on MIS system integration projects involving different products/services and development platforms
  • Serve as the second level escalation support for Finance-related HelpDesk tickets
  • Mentor and manage junior members of the team involved in the project
  • Contribute technically to software development strategies and support the implementation process
  • Document and demonstrate solutions by developing documentation, flowcharts, layouts, and charts
  • Document and report on progress of projects
  • Draft end-report at project closure and sign-off stage
  • Develop and maintain system documentation
  • Develop training manuals and conduct training to end-users, or act as a resource person
Qualifications
  • Bachelor’s degree in Computer or Information Systems, Business Administration, Finance or related fields;
  • At least five (7) years relevant experience in implementing FinTech projects across
    different industries using mainstream ERP software;

  • Strong technical background in database, reporting and software integration development (e.g. proficiency in Structured Query Language ( SQL), programming languages, data analysis, business intelligence, ETL reporting)
  • Good project management skills
  • Strong problem-solving & analytical skills
  • Strong teamwork and collaboration skills
  • Strong communication skills, including the ability to work with remote clients using electronic collaboration

Preferred

  • Strong finance and procurement services expertise; experience in non-profits is preferred
