JOB SUMMARY:
The Technical Officer, HIV Prevention Care and Treatment position provides responsive and high-quality technical, manages technical assistance, and ensures the quality of HIV/AIDS outreach, counseling, care, and treatment services targeting people living with HIV (PLHIV), and most particularly HIV-positive members of key populations, under the EpiC Thailand project.
The Technical Officer, HIV Prevention Care and Treatment will work collaboratively with the key stakeholders to design, implement, and monitor programmatic interventions promoting and delivering the quality of HIV, prevention, PrEP/PEP, Index testing, STIs, emerging infectious diseases, TB care services (including initiation of, retention in and adherence to antiretroviral therapy) across multiple community-based organization, government and private hospital and non-governmental implementing partners and sites/provinces in Thailand.
KEY RESPONSIBILITIES:
- Provide technical support for program implementation of EpiC Thailand outreach and CST activities, which include monitoring of community-based HIV/STI testing and partner notification services, case management for people living with HIV, referral to treatment (ARV treatment and regular viral load testing) of EpiC Thailand
- Ensures that a Counseling, Care, Support and Treatment quality management system is updated and maintained and is responsible for ensuring improvements to the system and standard operating procedures (SOP’s)
- Monitor and maintain protocols, instruments, data sets, manuals and training materials of Care, Support and Treatment information regarding regulations, guidance and emerging global evidence and best practices.
- Strengthen service promotion, improve quality and linkage of key populations to HIV testing, pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP) and treatment services.
- Accelerate access to HIV and health services among TG women through the scale-up of diverse service models.
- Integrated health services for TG women at all KPLHS sites, including HIV and STI screening, testing and treatment, as well as testing of hormone levels and counseling on interactions between hormones and ART
- Work closely with PEPFAR agencies, The Global Fund and national agency for ensure all task that integrate by nation policy.
- Perform other duties as assigned.
Qualifications
- Graduated in public health or related field, and 3 – 5 years relevant experience with international development programs and field experience.
- Knowledge of HIV/AIDS, Prevention, STIs reproductive health, public health, international development, and/or social science research with a strong focus on care support and treatment.
- Understand and have experience with key population; especially transgender woman (required)
- Written and verbal communication skills, and editing skills in Thai and English.
- Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
- Proficiency in Microsoft Office, databases, spreadsheets, analytical software and other technology required.
- Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.

EXPERTISE AND COMPLEXITY:
- Able to work with supervision, and ability to manage high volume workflow.
- Sensitive to cultural differences and understanding of the political and ethical issues in assigned areas, e.g. reproductive health, family planning, HIV infection.
- Knowledge of HIV/AIDS, harm reduction, reproductive health, family planning, public health, international development, and/or social science research with a strong focus on HIV clinical care and treatment.
- Financial management, research, report writing and/or analyses.
- Written and verbal communication skills and editing skills.
- Relevant language skills preferred.
- Relevant computer software skills.
- Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
TYPE AND NATURE OF CONTACTS:
- Routine coordination with FHI 360 employees and consultants, on-site and in the field and resolve problem situations with tact.
- Represent, as assigned, selected EpiC Thailand activities and other organizations including donors, and international and local partners.
- Interact with implementing partners, and FHI 360 colleagues working on EpiC Thailand.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
- Usual office working conditions; ability to travel domestically at least 25%.
